Description

The Veterans Health Administration, Network Contracting Office 02 intends to solicit from a single source IAW RFO 6.103-1 to obtain a preventative maintenance service agreement for Government owe Automated Logic Control Building Management System (BMS). Period of performance: Base: 3/1/2026-2/28/2027 Option 1: 3/1/2027-2/29/2028 Option 2: 3/1/2028-2/28/2029 Basic description of the requirement: The Department of Veterans Affairs, Bath VA Medical Center, requires assistance with the installation, programing, and validation to the Logical Controls Building Automation System (BAS). Vendor shall provide functional testing, upgrading, and programming for the automation system to ensure it is functioning properly and operating in accordance with manufacturer s specifications. This also includes emergent replacement of failed controls for the Community Living Center heating system including VAV boxes, Hot Water System, and AHU s. All work shall be in accordance with the Original Equipment Manufacturers (OEM) standards. All services are to be done as per OEM proprietary instructions. Logical Control Solutions (LCS), is the factory certified Automated Logic Corporation Field Office serving the area of the western New York region. LCS currently has the rights to sell, service, and repair ALC products and systems within their assigned territory and are the sole originating source for all ALC products within the territory. Vendor shall be authorized to sell service, and repair Automated Logic Control Building Management System specifically in the Western New York Region. However, interested parties may identify their interest and capability to respond to this requirement by January 19, 2026 at 12:00PM Eastern Standard Time (EST). The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE AUTOMATED LOGICAL CONTROLS SYSTEM in the subject line. Background
