This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures). This announcement constitutes the only solicitation, quotes are being requested. Solicitation number 36C26326Q0162 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03. This procurement is a base plus four option years contract, total set-aside Service Disabled Veteran Owned Small Business. Prospective offerors must be registered and current in the System for Award Management (SAM) database at time of offer to the Government (https://www.sam.gov) Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 811310 with a size standard of $13m annual receipts. A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation. The VA anticipates one firm fixed price base +4 contract award to provide services to Nebraska Western Iowa VA Healthcare System. 4101 Woolworth Avenue, Omaha, Nebraska, 68105. The period of performance is 01/01/2027 12/31/2030. FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document. Background
The Department of Veterans Affairs (VA) is issuing this solicitation for a contract to provide UPS Maintenance Services to support the Nebraska Western Iowa VA Healthcare System located at 4101 Woolworth Avenue, Omaha, Nebraska.

This procurement is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) and will be awarded as a firm fixed price contract with a base year and four option years. The goal of this contract is to ensure the reliable operation and maintenance of uninterruptible power supply (UPS) systems critical to healthcare operations.

Work Details
The contractor shall provide all tools, parts, transportation, and labor necessary for semiannual preventative maintenance services and checks on UPS systems at both VA campuses. Maintenance will occur in June and October each year.

The contractor must adhere to manufacturers’ recommendations for preventative maintenance, which includes:
1. Visual inspections of circuit board connections, power connections, subassemblies, capacitors, and customer-owned spare parts.
2. Internal operating parameter checks including DC ground detection offset, inverter leg current balance, output filter current balance, rectifier bridge current balance, and protection settings.
3. External operating parameters such as system input voltages and currents.
4. Environmental checks including ambient temperature and cleanliness of UPS areas.
5. Battery cabinet checks for general appearance and cleanliness.
6. Monitoring system parameters including alarm tests and battery history reviews.
7. A written report detailing inspection results and recommendations will be provided after each maintenance session.
8. The contractor is responsible for replacing all batteries with equal or better batteries once during the contract duration, with specific scheduling requirements.

Period of Performance
The period of performance for the base contract is from January 1, 2026 to December 31, 2026, with four option years extending through December 31, 2030.

The services will be performed at the Nebraska Western Iowa VA Healthcare System located at 4101 Woolworth Avenue, Omaha, Nebraska.
