Combined Synopsis/Solicitation Notice Combined Synopsis/Solicitation Notice Page 3 of 4 DESCRIPTION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12, Streamlined Procedures in accordance with FAR 12 Streamlined Solicitation for Commercial Products and Commercial Services. Solicitation 36C26026Q0629 is issued as a request for Quotation. This announcement constitutes the only solicitation; offers are being requested. This solicitation is issued as a total (SDVOSB) Service Disabled Veteran Owned Small Business set-aside, the associated NAICS code is 561210 and the (SBA) small business size is $47 Million USD. Small business size qualifications can be found at https://www.sba.gov/. DESCRIPTION: The Department of Veterans Affairs, American Lake VA Medical Center, operates a mission-critical Building Automation System (BAS) supporting clinical, administrative, and infrastructure operations. The BAS includes proprietary hardware, firmware, software, and system architecture components manufactured from various companies such as Schneider Electric and Tridium inc. The BAS controls and monitors HVAC, energy management, alarms, and other building systems essential to continuous facility operations, patient safety, regulatory compliance, and energy efficiency. Due to system age, manufacturer-specific design, and the presence of retired or end-of-life (EOL) components, continued system performance requires contractor support with unique system knowledge, access to non-public technical data. This system is essential for controlling and monitoring HVAC, energy management, alarms, and other building systems critical for continuous facility operations, patient safety, regulatory compliance, and energy efficiency.

Due to the age of the system and the presence of retired or end-of-life components, contractor support is necessary to maintain continued performance with unique system knowledge and access to non-public technical data.

Work Details
The contractor will provide all labor, supervision, tools, materials, proprietary software access, and technical expertise necessary to perform BAS sustainment services. Specific tasks include:

1. Continuous (24/7) technical support via telephone or email including remote diagnostics and troubleshooting.
2. Preventive maintenance services that include continual updating and surveillance of the EcoStruxure BAS platform according to manufacturer’s recommended procedures.
3. Management of End of Life (EOL), failing components in a systematic manner.
4. Bi-annual assessments of the Building Management System (BMS) with reporting to project management.

The contractor must ensure continuous operation of HVAC systems 24/7/365 days a year while maintaining compliance with hospital regulatory agencies.
