Background
The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is planning to award a sole source firm fixed price contract to Translogic Corp., doing business as Swisslog. This contract is intended for proprietary Pneumatic Tube System Preventative Maintenance Services, which are believed to be uniquely provided by Translogic Corp. The agency asserts that there are no authorized third parties capable of delivering the necessary repair services and OEM parts required for this system.

Work Details
The contractor will perform annual mandatory service and certification inspections on the Pneumatic Tube System at the Sacramento VA Medical Center in Mather, CA. Responsibilities include:

- Providing all necessary documentation, testing equipment, tools, materials, labor, and transportation;
- Conducting monthly, quarterly, and annual testing;
- Performing minor maintenance;
- Adhering to healthcare standards and manufacturer’s maintenance recommendations;
- Submitting a schedule of performances at the beginning of each year;
- Conducting preventive maintenance twice per performance year;
- Obtaining acceptance from the Point of Contact (POC) after each task;
- Notifying the POC and Contracting Officer's Representative (COR) of any discrepancies found during inspections;
- Managing unscheduled maintenance requests with prior approval;
- Ensuring proper disposal of materials per EPA regulations;
- Maintaining records as per federal guidelines; and
- Providing detailed reports post-maintenance including deficiencies and repairs performed.

Period of Performance
The contract will be executed over a base year plus four option years.
