New Jersey Electrical Distribution System Base plus 4 Option Year Service Contract

Background
The Department of Veterans Affairs (VA) is seeking qualified entities for an electrical distribution service contract for the New Jersey VA Healthcare System. The goal of this contract is to ensure the proper maintenance and operation of the electrical distribution systems at both the East Orange and Lyons campuses, in compliance with relevant standards and specifications.

Work Details
The scope of work includes:
1. East Orange Campus: Provide all labor, materials, and equipment necessary for preventive maintenance and testing to maintain the facility's electrical systems in first-class operating condition. This includes pricing for all labor, transportation, and equipment required.

2. Lyons Campus: Provide all labor, materials, and equipment necessary for annual testing, maintenance, cleaning, lubrication, adjustments, and calibration according to NFPA, VA, and manufacturers' standards. This includes triennial substation maintenance work involving testing, cleaning, lubrication, and calibration of electrical items.

3. Maintenance tasks include:
- Annual preventive maintenance (PM) of transformers inside and outside buildings.
- Infra-red scanning to detect hot spots in the Electrical Power Distribution System.
- Visual inspections and infra-red scanning of automatic transfer switches.
- Cleaning and inspection of primary and secondary feeders with infrared testing on electrical cables.

4. All components at the main switchgear substation must be maintained according to required testing and calibration standards involving removal of insulating materials, disassembly of connections, cleaning, reassembly, torquing of lugs, and re-insulation per NEMA standards.

Place of Performance
The work will be performed at two locations: East Orange Campus located at 385 Tremont Avenue, East Orange NJ 07018 and Lyons Campus located at 151 Knollcroft Road, Lyons NJ 07939.
