J059 -- Limited Source Justification; Johnson Controls, Inc. PACS Security System Migration, Upgrade, and Servicing

Background
The Department of Veterans Affairs, Veterans Benefits Administration (VBA) Contracting Office has issued a limited source award to GSA Contract Holder Johnson Controls Inc. This contract aims to facilitate the digital migration, physical upgrade, and ongoing preventative maintenance of the Physical Access Control System (PACS) at the VA Hartford Regional Office. The goal is to ensure compatibility with the VHA Newington Campus, where the Regional Office is located. The authority for this action is based on indicating that only one source can provide the required services due to their unique and specialized nature.

Work Details
The scope of work includes:

1. Furnishing, installing, and programming security components to support 52 new doors in the Security System.

2. Running cabling and providing Door Controllers on floors 3, 4, and 5.

3. Migrating the existing database from historic P2K Software onto a fully functional security system that controls all access points.

4. Updating the Management System which includes one year of free telephone support under the Service Software Agreement (SSA).

5. Removing obsolete controllers and modules on the 5th floor, OIT room 5141, and replacing them with the latest P2K Modules that work seamlessly with C-Cure 9000.

Additional items to be furnished and programmed include: Badging Computer, Printer, Camera, Bundle Rack System, Rack mount Console, Door Controllers with Enclosures, ISTAR EDGE G2 Readers, various power supplies, rechargeable batteries, card readers, door contacts, video encoders, monitors, UPS systems, and other necessary equipment.
