SOLICITATION NOTICE OF TIERED EVALUATIONS: This solicitation uses a tiered (cascading) evaluation approach consistent with GAO precedent and VAAR 815.101 370 to implement the Veterans First Contracting Program under 38 U.S.C. 8127. Offers will be solicited from all tiers but evaluated in the following order: (1) Service-Disabled Veteran-Owned Small Business (SDVOSB), (2) Veteran-Owned Small Business (VOSB), (3) other Small Business concerns, and (4) other than small business concerns. The Government will award the highest tier where a fair and reasonable offer is received; lower tiers will only be considered if no award can be made at a higher tier. If no award is possible, the solicitation may be canceled and resolicited. The Martinsburg VAMC is seeking Vertical Transportation Equipment Preventive Maintenance, Repair, and Service contract (Elevators).
Background
The Department of Veterans Affairs (VA) is seeking to implement a contract for Vertical Transportation Equipment Preventive Maintenance, Repair, and Service at the Martinsburg VA Medical Center.

This initiative is part of the Veterans First Contracting Program aimed at ensuring that facilities serving veterans are properly maintained. The contract will utilize a tiered evaluation approach to prioritize offers from Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB).

Work Details
The contractor will be responsible for providing all management, supervision, labor, parts, materials, tools, incidental engineering services, and transportation necessary to perform maintenance, repair, inspection, testing, and component replacement for vertical transportation equipment (VTE), including elevators.

1. Conducting regular preventive maintenance and safety inspections as per established standards.
2. Performing emergency repairs not covered under the base contract.
