Description

Sources Sought Notice This Sources Sought is issued by VISN 2 Contracting Office for the purpose of collecting information about electrical system inspection, testing, and maintenance services for two VA health care facilities in New York City. The VA is seeking to provide for this requirement starting on or around early November 2025. The NAICS code identified for this requirement is 238210, Electrical Contractors and Other Wiring Installation Contractors. The size standard for the applicable NAICS is $19.0 Million. The requirement is detailed in the attached Statement of Work. This is a Sources Sought Notice. The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. The Government is seeking information for market research purposes only. Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business). Background
The Department of Veterans Affairs, specifically the New York Harbor Healthcare System Engineering Service, is issuing this Sources Sought Notice to gather information regarding electrical system inspection, testing, and maintenance services for two VA health care facilities located in New York City.

The goal of this contract is to ensure the regular maintenance of electrical equipment, including transfer switches and generators, to provide backup power during outages and minimize disruptions to critical services. The contract is anticipated to commence around early November 2025.

Work Details
The contractor will be responsible for the inspection, testing, maintenance, and calibration of the Electrical Power Distribution System at the Brooklyn VAMC and St. Albans CLC. Specific tasks include:
- Regular maintenance on electrical equipment such as transfer switches and fifteen generators (including load bank testing).
- Compliance with manufacturers’ recommendations for testing and maintenance procedures as per ANSI/NETA standards.
- Maintenance of low voltage air circuit breakers including infrared scanning to detect deficiencies.
- Visual inspections for overheating signs, misaligned contacts, damaged insulation, or loose lugs.
- Lubrication of moving parts with manufacturer-approved lubricants.
- Replacement of backup batteries every two years.
- Conducting infra-red scanning/thermography surveys on electrical equipment and generators to identify issues.
- Diesel fuel quality testing prior to generator work using ASTM-approved methods.
- Reporting on generator service including detailed logs of operational parameters during load bank tests.
