Background
The Department of Veterans Affairs (VA), specifically the New York Harbor Healthcare System, is seeking to ensure the optimal performance and safety of electrical systems at the Brooklyn VA Medical Center and St. Albans Community Living Center.

This contract aims to provide regular inspection, testing, maintenance, and calibration of electrical equipment to prevent engineering-related safety hazards and ensure uninterrupted critical services during power outages.

Work Details
The contractor will perform comprehensive electrical system inspection, testing, and maintenance services including:
- Regular maintenance on electrical equipment such as transfer switches and fifteen generators, including load bank testing.
- Compliance with manufacturers’ recommendations for testing procedures as per ANSI/NETA standards.
- Maintenance of low voltage air circuit breakers with infrared scanning for deficiencies.
- Visual inspections for overheating signs, misaligned contacts, damaged insulation, or loose lugs.
- Cleaning of equipment and lubrication of moving parts as per manufacturer recommendations.
- Replacement of backup batteries in switchgear every two years.
- Detailed reporting on generator service including operational readings at 15-minute intervals during load bank tests.
- Coordination for temporary power generation services as needed without interrupting building power.
- Immediate notification to the Contracting Officer's Representative (COR) for any necessary repairs.

Period of Performance
Base Period: December 1, 2025 - November 30, 2026; Option Periods extend from December 1, 2026 through November 30, 2030.
