Background
The Department of Veterans Affairs Network 21 Contracting Office is issuing a Request for Proposal (RFP) for the requirement titled Modernize Outlying CBOC Building Automated Systems, specifically for the Guam and American Samoa Community-Based Outpatient Clinics (CBOCs). This project aims to enhance the operational reliability and efficiency of healthcare facilities by implementing a Building Automation System (BAS) that will allow centralized monitoring and control of critical building systems. The procurement is set aside for Service-Disabled Veteran Owned Small Businesses.

Work Details
The contractor shall provide all labor, materials, equipment, supervision, and incidentals necessary to install a Building Automation System (BAS) at the Guam CBOC and American Samoa CBOC. The BAS will support integration and monitoring of existing building systems including HVAC, domestic water, electrical systems, solar infrastructure, emergency power, and life safety systems.

Key tasks include:
- Installing a complete BAS integration system at both sites;
- Integrating existing equipment controllers using open protocols;
- Providing monitoring-only functionality with future control expansion capabilities;
- Coordinating with VA OIT for network connectivity and cybersecurity compliance;
- Commissioning the system;
- Training staff;
- Delivering as-built drawings and operation manuals.

The system architecture will include site-level supervisory controllers, local operator interfaces, and integration with a central server in Honolulu. The BAS will integrate various systems such as HVAC units, exhaust fans, solar PV systems, emergency power systems, electrical metering, water metering, and environmental monitoring.

Place of Performance
The construction projects will be performed at the Guam Community-Based Outpatient Clinic (CBOC) and the American Samoa CBOC.
