Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as a RFQ Combined Synopsis Solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06, August 29, 2024 This solicitation is set-aside for Service-Disabled Veteran Owned Businesses. The associated North American Industrial Classification System (NAICS) code for this procurement is 541350, with a small business size standard of $11.5 Million. The FSC/PSC is J049. The Tuscaloosa VA Medical Center located at 3701 Loop Rd E, Tuscaloosa, AL 35404, is seeking to purchase Elevator Inspection Services. FAR 52.212-3, Offerors Representations and Certifications Commercial Items 52.212-2 Evaluation - Commercial Items: The Offeror that submits the offer that meets all the requirements of the solicitation, is responsive and responsible, and has the lowest cumulative price for all items (inclusive of delivery) and the offer is fair and reasonable will be selected. The Government anticipates awarding a single contract resulting from this solicitation to the lowest priced quote that is technically acceptable and conforms to all solicitation requirements. Award without discussions is contemplated and all offerors are encouraged to submit their best offer with their initial submission. OFFER SUBMISSION: Acceptable offer submission is each CLIN listed separately with individual pricing on standard company quote form. Include all requisite supporting documentation identified in this solicitation with your offer. Meet all requirements in accordance with the Solicitation/Statement of Work. To be considered technically acceptable for award each offeror must provide with their submitted quote/offer: 1. Background
The Tuscaloosa VA Medical Center, part of the Department of Veterans Affairs, is seeking to procure Elevator Inspection Services. This solicitation is set aside for Service-Disabled Veteran Owned Businesses. The goal of this contract is to ensure the safety and compliance of elevator systems at the medical center through regular inspections and testing.

Work Details
The contractor shall provide all necessary equipment, supervision, tools, travel, labor, and supplies to perform elevator inspection services at the Tuscaloosa VA Medical Center. The scope includes:
- Conducting semi-annual inspections scheduled in January and July.
- Performing annual safety tests on elevators and dumbwaiters.
- Conducting five-year load tests when applicable.
- Ensuring compliance with ASME A17.1, A17.2, A17.3 standards.
- Scheduling inspections with the Contracting Officer's Representative (COR) two weeks in advance.
- Providing documentation of inspections using VA Form 10-6167.
- Furnishing minor parts as needed during inspections at no additional cost if they are damaged during inspection.

All work must be performed during regular administrative hours (8:00 AM to 4:30 PM, Monday through Friday).

Period of Performance
The contract will be for a base period of 12 months starting from January 1, 2025, through December 31, 2025, with options for four additional years extending through December 31, 2029.
