Background
The Department of Veterans Affairs (VA) is issuing a Request for Quotes (RFQ) for a Blanket Purchase Agreement (BPA) for Generator Testing Services at the Louis A. Johnson VA Medical Center.

The goal of this contract is to ensure compliance with the most recent VHA-adopted NFPA 110 standards and to maintain readiness for inspections by The Joint Commission (TJC) and the Office of Inspector General (OIG).

This BPA will cover a base year plus four additional pricing periods, allowing for ongoing generator testing and emergency services.

Work Details
The contractor shall provide all labor, materials, and equipment necessary to perform the following services:
1. **Monthly Operational Tests**: Conduct tests lasting a minimum of 30 continuous minutes under facility load, ensuring that the generator reaches operating voltage/frequency and transfers load within 10 seconds. The contractor must rotate the Automatic Transfer Switch (ATS) monthly.

2. **Supplemental Load Bank Testing**: If a generator fails to meet performance criteria during monthly tests, the contractor must provide a portable load bank and conduct an annual test at 75% of the nameplate rating.

3. **Triennial Load Tests**: Conduct a continuous 4-hour load test every 36 months, ensuring minimum loads of 30% for the first three hours and 75% for the final hour.

4. **Emergency Response & Repair Services**: Provide emergency repair services with a maximum on-site response time of two hours, available 24/7/365. All emergency repairs must include a 'Return to Service' report detailing root causes and re-tests performed.

5. **Documentation Standards**: All reports must be audit-ready and submitted within 72 hours, including specific data on kW/Amperage, Hz, exhaust temperatures, and battery diagnostics.

6. **Contractor Qualifications**: Technicians must be EGSA-certified or factory-trained on VAMC-specific assets, with compliance to NFPA standards required.
