THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 221310, Water Supply and Irrigation Systems and the small business size standard is $41.0 Million. The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is soliciting information for contractors that can provide all labor, supervision, materials, supplies, equipment, technical advisory services, transportation and resources necessary for proper chemical treatment of chiller and boiler plant water and steam to achieve specified results for the VA Central California Health Care System, 2615 E Clinton Ave, Fresno, CA 93703.A description of services is attached Statement of work (draft). Brief Description of Services See attached Performance Work Statement (draft). Capability Statement All interested contractors must respond by email to Gary.Christensen@va.gov before 1:00 P.M. PDT on 07/03/2025. Please answer the following questions when responding: What is your company s Socioeconomic Status? (ex: small business, large business, SDVOSB, etc.) a. If SDVOSB or VOSB, are you registered with the Small Business Administration? Veteran Small Business Certification (sba.gov) Provide Company s legal name along with Unique Entity ID (SAM) number. Primary point of contact, including phone number and e-mail address. Capabilities Statement. Describe experience in providing domestic water system maintenance as described in the attached description of services. List other Projects (Government and Commercial) that are similar in scope and size. As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Background
The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is seeking information from contractors capable of providing comprehensive chemical treatment services for chiller and boiler plant water and steam at the VA Central California Health Care System located in Fresno, CA.

The goal of this contract is to ensure the safety, reliability, and longevity of the steam and condensate piping and equipment within the facility. This Sources Sought Announcement is intended to gather information to assist in determining an appropriate procurement strategy.

Work Details
The contractor will be responsible for providing all labor, supervision, materials, supplies, equipment, technical advisory services, transportation, and resources necessary for proper chemical treatment of chiller and boiler plant water and steam.

Specific tasks include:
1. Supplying chemical treatment for:
- Building 22A with three 600 Ton and one 300 Ton chillers along with four 25 Ton cooling towers.
- Building 27 with two 15 Ton cooling towers.
- Building 2 with three 300 HP steam boilers and associated distribution systems.
- One facility-wide secondary chilled water loop with a capacity of 1,500 Tons of cooling.
- Thirteen closed loop heating/cooling water systems of various sizes throughout the facility.
2. Providing technical advisory services for continuous feeding of chemicals and performing water tests with oversight by VAMC USO employees.
3. Periodically verifying the operation of non-chemical water treatment systems including feedwater deaerator, reverse osmosis filtration system, water softener, continuous blow-down equipment, and pot feeders.
