The purpose of this amendment is to extend the solicitation due date and to publish responses to questions received.

The Bay Pines VA Healthcare System (BPVAHCS) has a requirement for Chemical Water Treatment Service at the C.W. Bill Young VA Medical Center at 10000 Bay Pines Blvd., Bay Pines, FL 33744 and Lee County Healthcare Center at 2489 Diplomat Parkway East, Cape Coral, FL 33909. This solicitation will be set aside to Service-Disabled Veteran Owned Small Businesses only. All vendors must be properly registered in the System Award Management database (SAM) and Veteran Small Business Certification (VetCert) and Dynamic Small Business Search (DSBS).

Review ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES for all necessary items for submission upon issuance of the solicitation.

The associated North American Industrial Classification System (NAICS) code for this procurement is 221310 (Water Treatment and Distribution) with a small business size standard of $41.0 Million.

The anticipated date for receipt of proposals is on or about June 20, 2025, with responses due to Angel Garay at angel.garay@va.gov with cc to Moneque Rodriguez at moneque.rodriguez@va.gov .

Background
The Bay Pines VA Healthcare System (BPVAHCS) is seeking a contractor to provide Chemical Water Treatment Services at the C.W. Bill Young VA Medical Center and the Lee County Healthcare Center. The goal of this contract is to ensure compliance with Veterans Health Administration (VHA) standards and requirements for water treatment systems, which are critical for maintaining safety, reliability, and longevity of the facilities' steam and condensate piping and equipment.

This solicitation is set aside for Service-Disabled Veteran Owned Small Businesses only.

Work Details
The contractor will provide a comprehensive water chemical treatment program including:
- Supply of all necessary chemicals, test kits, reagents, and instructional materials.
- Continuous feeding of chemicals and performing water tests overseen by VA Medical Center employees.
- Verification of proper operation of all water treatment systems serving the boiler plant at least semiannually.
- Maintenance of key operating conditions and control parameters for various systems including cooling towers, boilers, and chilled loops across the medical center and healthcare center locations.

The contractor must have been in business for at least five years with experience in similar projects, provide references from at least three customers, and assign a qualified water treatment specialist with relevant education and experience to this contract.

Period of Performance
The contract will have multiple ordering periods:
- Ordering Period 1: June 15, 2025 - June 14, 2026
- Ordering Period 2: June 15, 2026 - June 14, 2027
- Ordering Period 3: June 15, 2027 - June 14, 2028
- Ordering Period 4: June 15, 2028 - June 14, 2029
- Ordering Period 5: June 15, 2029 - June 14, 2030

Place of Performance
The services will be performed at two locations: C.W. Bill Young VA Medical Center located at 10000 Bay Pines Blvd., Bay Pines, FL 33744 and Lee County Healthcare Center located at 2489 Diplomat Parkway East, Cape Coral, FL 33909.
