Background
The Department of Veterans Affairs, specifically the Network Contracting Office 17, is issuing this solicitation for the replacement of condenser and evaporator units at the Doris Miller VA Medical Center located in Waco, Texas.

The goal of this contract is to ensure the proper functioning of refrigeration systems critical for maintaining food safety and operational efficiency within the facility.

Work Details
The contractor is responsible for providing all labor, equipment, and materials necessary for the removal and installation of 13 condenser units and 13 evaporator units for both walk-in freezer and cooler units located in Building 202.

Key tasks include:
- Removal of existing condenser and evaporator units.
- Installation of new condenser units on the roof and evaporators inside the walk-in units.
- Installation of EEV-driven evaporators without control wiring between indoor and outdoor units.
- Installation of heat trace at all drain lines.
- Replacement of insulated copper refrigerant lines sized per manufacturer requirements.
- Removal and disposal of existing equipment in compliance with EPA regulations, including recovering refrigerants.
- Coordination with VA staff to relocate perishables during repairs, ensuring minimal disruption to operations.
- Conducting a performance test upon project completion to ensure all components operate correctly.
- Compliance with safety regulations including OSHA standards, providing necessary barriers and signage during work.
