This announcement constitutes only solicitation; quotes are being requested. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This acquisition is a TOTAL SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSB) in accordance with VAAR 819.7006 and VAAR 819.7007. The VA Connecticut Healthcare System is seeking to purchase replacement of condensate pumps and associated piping, electrical, and controls in Building 1 and Building 2 at the West Haven VA Medical Center, 950 Campbell Avenue, West Haven, CT 06516. BACKGROUND VA Connecticut Healthcare System requires replacement of condensate pumps and associated piping in Building 1, Mechanical Room SG182, and Building 2, Mechanical Room G139, at the West Haven VA Medical Center. 2. JUSTIFICATION To restore effective, safe, and continuous operation of new lead/lag condensate pump setups in mechanical spaces within Building 1 and Building 2, along with required piping corrections and electrical services for pumps. The boiler plant is currently functioning on a high percentage of makeup water due to lack of condensate return. This correction will improve the overall efficiency of the boiler plant, reduce corrosion risk, and reduce makeup water usage. 3. QUALIFICATIONS To be considered eligible for award, quoters shall: a. Have a field representative located within 200 miles of the West Haven Campus of the VA Connecticut Healthcare System. b. Have been trained by the Original Equipment Manufacturer (OEM) on the specific model of equipment being provided. c. Be qualified to perform work and inspections on steam distribution systems, including industrial boiler plant equipment, and have completed prior steam distribution work and/or inspection projects for VA Connecticut Healthcare System. d. Provide upon request documentation of factory-certified service/maintenance training on the specific equipment under the terms of this contract, where applicable. The Contracting Officer and/or Contracting Officer's Representative (COR) reserve the right to reject service provider personnel and refuse permission to work on the equipment described herein based upon credentials provided. e. Be responsible for complying with the VA Connecticut Healthcare System policy for confined space and Lockout/Tagout (LOTO), and have all equipment, supplies, and external support necessary to safely enter confined spaces and perform all work. 4. PRE-BID WALKTHROUGH Quoters shall perform a mandatory pre-bid walkthrough at 8:30 a.m. on July 02, 2026, at the VA Medical Center West Haven, 950 Campbell Avenue, West Haven, CT 06516. Attendees shall meet at Building 15 to obtain a temporary day badge and complete a sign-in sheet. Confined Space 15C is not accessible for a pre-bid walkthrough; however, the hatch will be open for observation. No confined space entry will be permitted during the walkthrough. 5. HOURS OF PERFORMANCE Mobilization shall occur outside of regular business hours: Friday 5:00 p.m. through Sunday 5:00 p.m. A planned and dedicated steam outage will be coordinated with the VA COR to support this work. No work shall be performed on U.S. Federal Holidays unless an emergency status has been indicated by the Contracting Officer. Federal Holidays include: New Year's Day Martin Luther King Jr. Day Presidents' Day Memorial Day Juneteenth National Independence Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day 6. SCOPE OF WORK The service provider shall furnish all labor, materials, equipment, tools, supervision, cleanup, disposal, and all incidentals to complete all work described in this document. The service provider shall develop and review a work plan and coordinate with the VA COR and designated Point of Contact (POC). Clarification Item 1: Replacement of skids in Building 1 will be for recently installed units currently under warranty. These skids shall be turned over to the facility with intact motor/pump systems for follow-up warranty consideration and resolution. Clarification Item 2: Piping and electrical service for Building 1 may serve as a general template of piping corrections, electrical service upgrade, and controls required for Building 2. Approximately 50 linear feet of existing deteriorated and/or damaged condensate piping, associated valves, and components may be required to be addressed in Building 2. The project shall include, but is not limited to, the following: a. Schedule and coordinate all work with the VA COR, Utilities Supervisor, and Boiler Plant Supervisor. b. All LOTO requests and procedures shall be in compliance with VA Connecticut Healthcare System Medical Center Policy 138-075. Coordinate all placement and removal of LOTO devices for any energy source with the VA COR/Maintenance & Operations. c. All Confined Space Entries shall be in compliance with VA Connecticut Healthcare System Standard Operating Procedure Confined Space SOP-SO-010. d. Protect all equipment in place during replacement activities. e. In accordance with VHA Operational Alert and Guidance, NO cast iron fittings and pipe components (valves, steam traps, etc.) shall be used. Reference VHA Directive 1810(1) as amended on September 11, 2021: 5.a(1) and 5.b(1). f. ASTM A193 bolts shall be utilized and shall replace any ASTM A307 bolts at locations of steam piping, flanges, gaskets, and other hardware where piping replacements are included within this scope of work. Reference VHA Master Specifications for Hydronic Piping (Specification 23 22 13) and Steam and Condensate Heating Piping (Specification 23 22 13) where applicable. g. Repair of existing cast iron fittings or pipe components is permissible in specific instances but must be reported and coordinated with the Contracting Officer and COR for approval before starting the work through a submittal process with justification as necessary. h. All new steam and condensate lines shall be replaced in kind. All new steam and condensate lines that utilize valves to isolate or divert a medium shall be installed new as a double in-series valve system (except for drain line valves). Where the option exists to utilize welded versus threaded distribution, welded is the required option with connection to weld neck flanges and per use of metal jacketed gaskets. Alternates shall not be used unless authorized formally by the COR in advance. i. Field verify piping and equipment located in Confined Space 072 Building 1, Mechanical Room SG182. The service disconnect is located on the VFD control panel located in Building 1, Mechanical Room SG-182. j. Field verify piping and equipment located in Confined Space 15C Building 2, Mechanical Room G139. The Electrical Service Panel for pumps and VFD equipment (EH-B1-D1-B2) is located in Building 2, Mechanical Room G139. k. Disassemble existing skids (two per building location) and safely remove the units and any damaged/defective piping from Confined Spaces 072 and 15C. l. Furnish new pump skids (two for each building location) meeting the requirements of VA Master Construction Specifications, Division 23, Numbers: 23 05 12 and 23 22 23. m. Safely rig and maneuver the new condensate skids into the confined spaces and over and about obstacles as required (e.g., Building 1 existing tank). n. Install the two new pump skids and adjust existing condensate piping to connect condensate return to the new pump skids. All connections shall include valves and unions for ease of isolation, service, removal, and replacement as required. o. Install new electrical service, controls, and BAS tie-in for verification of equipment operation and associated condensate flow (in gallons/time); monitor and activate trouble and alarms when pumps are not working and/or when flow is outside of required flow ranges, per limit determinations with COR/Maintenance & Operations Management Representative. p. Install new insulation, flow indications, labels, tags with photos, and a one-line diagram of installed work. q. Provide startup and acceptance testing of new pump skids. r. Provide operations and maintenance training to VA personnel. s. Additional rework/repair items identified during the scope of the work outlined above shall be reported via phone and email with photos, and in person before end of day of discovery. t. Protect all people and equipment in place during work activities. u. Remove and dispose of work debris as required, via proper disposal and documentation. v. Existing VFDs in Building 2, Room G139C, shall be removed and returned to the customer. 7. SUBMITTALS AND DELIVERABLES a. The service provider shall furnish all submittal item documentation with final dispositions and a final documentation report with all tests, photos, and work completed within 10 business days following completion of work. b. The service provider shall furnish all material certifications for any replacement parts used. c. The service provider shall furnish a waste manifest as required. d. The service provider shall supply and furnish a minimum warranty of two (2) years covering all parts, materials, and labor. 8. SPECIAL INSTRUCTIONS a. All service provider personnel, sub-contractors, and representatives visiting VA sites shall sign in upon arrival at Building 15 and/or retain a temporary VA badge. Each visiting individual is required to enter their name, their company's name, VA project title, reason for visit, and times of arrival and departure. Arrangements for after-normal-hours site visits must be made in advance during normal working hours. b. General: The Contracting Officer reserves the right to terminate any services, without payment for services completed, if such services are not needed or are not being adequately completed. c. Approved Plans and Permits: Prior to the start of work, submit to the VA copies of all required permits. d. Site Visits: Day-to-day project administration will be performed by the COR. Periodic reviews, tests, and other field observation by the Government are not to be interpreted as superintendence nor as resulting in any approval of the service provider's apparent progress toward meeting the Government's objectives, but are intended to discover any information the Contracting Officer may call to the service provider's attention to prevent costly misdirection of effort. The service provider remains responsible for performing in full accordance with the requirements of this solicitation. e. The service provider shall provide the VA with a copy of all inspection reports for inspections conducted by local, regional, and state code authorities. f. Safety Plan: The service provider shall produce work in accordance with the latest editions of all applicable VA guidelines (e.g., Construction Standards, Master Specifications, Standard Details, Special Design Criteria for JCAHO requirements), NFPA, and Federal and State codes pertinent to the project scope. g. All applicable personnel on site are required to obtain an OSHA 10-hour construction certification. The site competent person for the service provider must obtain an OSHA 30-hour construction certification. h. Per VA Directive 1805, smoking, vaping, and smokeless tobacco are prohibited on the grounds of VA facilities, including in vehicles. This directive applies to all service providers and their employees. i. No photography of VA premises is permitted without written permission of the Contracting Officer. Patients and staff shall not be photographed at any time. j. Prior to commencing work on site, all service providers and provider personnel shall furnish proof of receipt of required Tuberculosis testing in compliance with VHA Directive 1131(5), dated June 04, 2021. k. Parking for the service provider and its employees shall be in designated areas only. The service provider shall coordinate with the COR. l. The service provider shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The service provider shall hold and save the Government, its officers, and agents free and harmless from liability of any nature occasioned by the service provider's performance. m. Billing: Provide the COR with a report or statement of work completed and include statements with each request for payment. The statement shall include services completed and the date each service item was completed. 9. SAFETY CODES / CERTIFICATION / LICENSING Environmental abatement work, if necessary, is to be performed by the service provider under supervision and monitoring by a Certified Industrial Hygienist. The service provider shall comply with all applicable codes including NFPA fire code, OSHA, VA Design Guides, and all applicable governing agency requirements. Labs used by the service provider shall be licensed as required. 10. NARA RECORDS MANAGEMENT REQUIREMENTS The following standard items relate to records generated in executing this contract: a. Citations to pertinent laws, codes, and regulations such as 44 U.S.C. Chapters 21, 29, 31, and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. b. The contractor shall treat all deliverables under the contract as the property of the U.S. Government, for which the Government shall have unlimited rights to use, dispose of, or disclose such data as it determines to be in the public interest. c. The contractor shall not create or maintain any records not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. d. The contractor shall not retain, use, sell, or disseminate copies of any deliverable containing information covered by the Privacy Act of 1974 or generally protected by the Freedom of Information Act. e. The Government Agency owns the rights to all data/records and all electronic information produced as part of this contract. The contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. f. The contractor agrees to comply with Federal and Agency records management policies, including those associated with safeguarding records covered by the Privacy Act of 1974. These policies include preservation of all records created or received regardless of format or mode of transmission or state of completion. g. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. h. The contractor is required to obtain the Contracting Officer's approval prior to engaging any subcontractor in support of this contract requiring disclosure of information, documentary material, and/or records generated under or relating to this contract. The version below is tailored for Simplified Acquisition Procedures and supersedes the standard version of FAR 52.212-1. FAR 52.212-1 Instructions to Offerors Commercial Products and Commercial Services (DEVIATION AUG 2025) (a) Submission of quotes. Submit signed and dated quotes to the office specified in this solicitation at or before the exact time specified in this solicitation. At a minimum, quotes shall include (1) The solicitation number; (2) The name, address, and telephone number of the quoter; (3) The quoter's Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator; (4) Information necessary to evaluate the factors contained in the provision at FAR 52.212-2 as described in this solicitation; (5) Responses to provisions that require quoter completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and (6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any amendments. (b) Period for acceptance of quotes. The quoter agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes. (1) Quoters are responsible for submitting quotes and any modifications or revisions to the Government office designated in this solicitation by the time specified. (2) Any quote, modification, or revision received after the time specified for receipt is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. However, a late modification of an otherwise successful quote that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted. (3) If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt by the exact time specified, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension, the time specified for receipt will be deemed extended to the same time of day on the first workday on which normal Government processes resume. (4) Quoters may withdraw their quotes by written notice to the Government at any time before award. (d) Contract award. The Government intends to evaluate quotes and award a contract without discussions. Therefore, the quoter's initial quote should contain the quoter's best terms. However, the Government reserves the right to conduct clarifications if necessary. The Government may reject any or all quotes if such action is in the public interest, accept other than the lowest quote, and waive informalities and minor irregularities in quotes received. (e) Debriefings. If a post-award debriefing is given to requesting quoters, the Government will disclose the following information, if applicable: (1) The agency's evaluation of the significant weak or deficient factors in the debriefed quoter's quote. (2) The overall evaluated price and technical rating of the successful quoter and the debriefed quoter. (3) The overall ranking of all quoters when any ranking was developed during source selection. (4) A summary of the rationale for award. (5) Reasonable responses to relevant questions posed by the debriefed quoter as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities. ADDENDUM TO FAR 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION AUG 2025) FAR 52.212-2 Evaluation Commercial Products and Commercial Services (DEVIATION AUG 2025) (a) The following factors shall be used to evaluate quotes: Technical/Quality Past Performance Price (b) Evaluation Approach. The Government will evaluate quotes using the comparative evaluation process outlined in RFO FAR 12.201-1, where quotes will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quote other than the lowest price that provides additional benefit(s). Quotes may exceed minimum requirements of the solicitation. The Government reserves the right to select a quote that provides benefit exceeding the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotes. The evaluation will consider the following: Technical/Quality: The quote will be evaluated to the extent to which it demonstrates the quoter's ability to meet and/or exceed the Government's requirements as outlined in this solicitation, including the quoter's approach to confined space work, coordination with VA staff, compliance with applicable VA directives and specifications, and personnel qualifications as described in the Statement of Work. Past Performance: The past performance evaluation will assess the relative risks associated with a quoter's likelihood of success in fulfilling the solicitation's requirements as indicated by the quoter's record of past performance. The past performance evaluation may be based on the Contracting Officer's knowledge of and previous experience with the supply or service being acquired; customer surveys and past performance questionnaire replies; the Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. Price: The Government will evaluate price by adding the total of all line-item prices. The Total Evaluated Price will be that sum. QUOTE SUBMISSION REQUIREMENTS All quoters shall submit the following with their quote: Technical Quote: A written narrative describing the quoter's approach to accomplishing the work described in the Statement of Work, including: approach to confined space entry and LOTO compliance, key personnel qualifications and OEM training documentation, project schedule, and approach to coordination with the VA COR and facility staff. Past Performance: A list of no more than three (3) contracts performed within the past five (5) years that are similar in scope, size, and complexity to this requirement (steam distribution systems, condensate pump replacement, or comparable mechanical systems work in occupied healthcare or similar institutional facilities). Include contract number, agency/customer name, point of contact with phone number and email, period of performance, and contract value. Price Quote: A completed line-item price schedule as set forth in the Supplies/Services section of this solicitation. SAM Registration: Quoters must be registered in the System for Award Management (SAM) at https://sam.gov at time of quote submission and at time of award. Annual representations and certifications must be completed electronically via SAM. SDVOSB Verification: Quoters must be registered and verified in the VA Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov/ at time of quote submission and at time of award, and must meet the federal small business size standard for NAICS 238220 ($19.0 million). Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of RFO FAR Part 12. Comparative evaluation is a side-by-side comparison of quotes based on the factors listed above, resulting in a Contracting Officer decision for the quote most favorable to the Government. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." Background
The VA Connecticut Healthcare System is seeking to replace condensate pumps and associated piping, electrical, and controls in Building 1 and Building 2 at the West Haven VA Medical Center. This project aims to restore effective, safe, and continuous operation of new lead/lag condensate pump setups in mechanical spaces within these buildings. The current boiler plant is functioning inefficiently due to a high percentage of makeup water caused by a lack of condensate return, which this project intends to rectify.

Work Details
The contractor will be responsible for the following tasks:
1. Replace B1 Condensate Pumps in Building 1, Mechanical Room SG182: Remove existing condensate pump skids and install two new skids; correct associated condensate piping; install electrical service and VFD controls; perform BAS tie-in; provide insulation, labeling, startup and acceptance testing, and operations & maintenance training.

2. Replace B2 Condensate Pumps in Building 2, Mechanical Room G139: Remove existing condensate pump skids and approximately 50 linear feet of deteriorated piping; install two new pump skids; correct piping; install electrical service, controls, BAS tie-in; provide insulation, labeling, startup and acceptance testing, and operations & maintenance training.

3. Ensure compliance with confined space entry procedures and Lockout/Tagout (LOTO) policies.

4. All work must adhere to VA guidelines regarding materials used (e.g., no cast iron fittings) and safety protocols.

Period of Performance
The contract will be performed outside of regular business hours from Friday 5:00 p.m. through Sunday 5:00 p.m., with mobilization planned accordingly. A dedicated steam outage will be coordinated with the VA COR to support this work.
