PREVENTIVE MAINTENANCE & CLEANING- 41 DX HVAC   2

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for preventive maintenance and cleaning services for HVAC systems at the Louis A. Johnson VA Medical Center in Clarksburg, West Virginia. The goal of the contract is to ensure that 41 direct expansion (DX) HVAC and refrigeration units are maintained in peak operating condition and comply with all relevant regulatory standards. This contract will span a base year plus three option years.

Work Details
The contractor will provide preventive maintenance (PM), cleaning, inspection, and regulatory-compliance services for 41 DX HVAC units across 14 locations. Services must adhere to manufacturer instructions and applicable codes including NFPA, ASHRAE, and EPA regulations. Specific tasks include:
- Conducting semi-annual PM for all units and quarterly PM for three chillers.
- Performing emergency/diagnostic services as needed.
- Managing refrigerants in compliance with EPA regulations.
- Documenting all PM activities according to ASHRAE standards.
- Ensuring compliance with The Joint Commission (TJC) standards regarding ventilation and humidity control in patient-care areas.
- Performing infrared thermography on electrical components during PM visits.
- Providing written advisories on refrigerant management as necessary.

Base year starting July 1, 2026, with options extending through June 30, 2030.

Bidder Requirements
Bidders must have a minimum of three years of experience providing similar services in healthcare or commercial facilities. Technicians must be certified by NETA or an equivalent organization and have documented training in electrical safety per OSHA and NFPA standards. The contractor must perform electrical PM tasks according to NFPA guidelines and conduct arc flash hazard analyses before commencing work.
