Loch Raven Boiler Preventative Maintenance 5 Year IDIQ Request for Proposal

Background
The VA Maryland Health Care System, specifically VISN 5, is committed to enhancing the lives of Veterans and their families through dedicated health care services.

The Loch Raven medical center operates a boiler program consisting of 12 decentralized boilers across 7 buildings. The objective of this contract is to enhance preventative maintenance, inspections, and service maintenance for this equipment. This initiative aims to ensure that the boilers remain operational, thereby minimizing downtime and extending their operational life, which ultimately reduces the impact on patient care.

Work Details
The contract involves an Indefinite Delivery Indefinite Quantity (IDIQ) agreement for maintenance, safety checks, and necessary repairs for the boilers at the Loch Raven VA Medical Center. Key tasks include:
- Annual inspections, preventive maintenance, and repairs on twelve hot water boilers performed by qualified technicians.
- Monthly tasks such as testing and adjusting water treatment and operating alarm devices.
- Semi-annual checks for furnace pressure and combustion gas leaks.
- Annual tasks including opening boilers, cleaning waterside and fireside components, and repairing refractory materials.
- Providing tools and labor for inspection, tuning, testing, calibrating, and adjustments of burners and boiler controls.
- Emergency response with a 24-hour contact requirement for boiler failures with a two-hour window for emergency repairs.

Period of Performance
The estimated period of performance is five years with specific ordering periods from December 1, 2025 to November 30, 2030.

Place of Performance
The construction projects will be performed at the Loch Raven VA Medical Center located at 3900 Loch Raven Blvd, Baltimore MD 21218.
