Background
The Central Virginia VA Health Care System is seeking cooling tower maintenance and inspection services for the cooling towers at the Richmond VA Medical Center (VAMC). The goal of this contract is to ensure reliable operation of the cooling towers through maintenance, inspection, water treatment, cleaning, and emergency support. The contractor must have experience in providing maintenance and water treatment services for commercial/industrial cooling tower systems.

Work Details
The contractor will perform the following tasks:
- **Inspection and Cleaning Services:** Two cleaning services per year; quarterly inspections of cooling towers, basins, fill media; removal of debris, scale, and biological growth; visual inspections for corrosion, leaks, and structural integrity.

- **Water Treatment Services:** Maintain proper chemical balance using biocides and corrosion inhibitors; monitor and adjust pH, conductivity, and hardness levels; provide monthly water analysis reports.

- **Mechanical Maintenance Services:** Inspect and lubricate fan motors, bearings, gearboxes; check alignment and tension of belts; inspect drift eliminators and replace as needed.

- **Seasonal Shutdown and Startup:** Drain and clean towers before winter shutdown; refill, flush, and restart system in spring.

- **Disinfection Requirements:** Perform hyperhalogenation twice a year with certification documents provided.

- **Emergency Response Services:** Provide 24/7 emergency response for failures with repair parts quoted separately.

- **Deliverables:** Monthly service reports detailing inspections and actions taken; annual inspection summary report for each cooling tower; documentation of chemical treatment logs; recommendations for repairs or upgrades.

The base period of performance is from April 1, 2026 to March 31, 2027. Option years will run from April 1, 2027 to March 31, 2031.
