CONTINUATION OF SF 30 BLOCK 20: This amendment clarifies the qualifications for the CQC System Manager as referenced in Amendment 0005 and Specification Section 01 45 00, paragraph 1.4.B. QUESTION: Amendment 0005 introduces a requirement that the CQC System Manager have a degree in engineering, architecture, or construction management; with five years of construction experience. This contradicts the specifications, 01 45 00 para 1.4.B which state the CQC System Manager is required to be a construction person with a minimum of 10 years in related work, and no mention of a requirement to have a degree. Will a construction person with 10 years experience in related work be acceptable in lieu of a degree in engineering, architecture, or construction management? ANSWER: Yes. Ten (10) years experience in related construction work is acceptable in lieu of a degree in engineering, architecture, or construction management. All other terms and conditions of the solicitation remain unchanged and in full force and effect.

Background
The Department of Veterans Affairs is issuing this solicitation for the replacement of mechanical and plumbing systems at the Jonathon M. Wainwright Memorial Medical Center in Walla Walla, Washington. Many buildings on the campus exceed 50 years old, and their systems are beyond their useful lives. The goal of this contract is to ensure that the mechanical and plumbing components are updated to meet current standards and operational requirements.

Work Details
The contractor will provide all necessary labor, materials, supplies, services, and equipment to complete the following tasks across 11 buildings:

1) Modifications to controls systems to integrate new mechanical components and remove demolished equipment;

2) Electrical work for disconnecting old mechanical equipment and connecting new installations;

3) Architectural work necessary for the removal and installation of mechanical systems;

4) Structural modifications needed to support new mechanical systems;

5) Fire/life safety modifications required for compliance with new installations.

Additionally, the project includes replacing major mechanical components such as piping, valves, gauges, and supporting components that have exceeded their useful life. The contractor must also remove dead legs from the plumbing system and ensure proper routing of plumbing lines throughout the buildings.

Period of Performance
The contractor has a total of 360 days to complete all work described in the statement of work.
