Boiler Safety Device Inspection, Testing, Calibration, and Combustion Analysis Service   2

Background
The solicitation is for a service contract to provide annual boiler safety device inspection, testing, calibration, combustion analysis, and emergency repair service at the VANJ HealthCare System (VANJHCS) for the East Orange and Lyons VA Medical Centers. The background provides details on the criticality of maintaining boiler safety and reliability for heating, air conditioning, domestic hot water, kitchens, and sterilization at the medical centers.

Work Details
The contractor is required to perform annual and semi-annual calibration of pressure gauges, boiler and plant controls, controllers, transmitters, recorders, and all other instrumentation contained within the Boiler Plant in accordance with VHA Directive 1810. The contractor will also perform annual and semi-annual Boiler and Plant Safety Device testing on all nine boilers and associated plant equipment at the VANJHCS Lyons and East Orange Campuses. The scope of work includes detailed requirements for inspections, testing, calibration, combustion emissions tuning, and emergency/unscheduled repair services. The work must comply with VHA Boiler Plant Safety Devices Testing Manual (6th Edition) and NFPA® 85: Boiler and Combustion Systems Hazards Code including applicable appendices.

Period of Performance
The estimated base period for the contract is from 03-01-2023 to 02-29-2024 with three annual option periods. The contract also includes options for additional periods up to a total duration of four years.

Place of Performance
The services will be performed at the East Orange VA Medical Center located at 385 Tremont Avenue, East Orange, NJ 07018, and the Lyons VA Medical Center located at 151 Knollcroft Road, Lyons, NJ 07939.
