THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION Subject: Sources Sought, Automatic Door Maintenance and Fire Door System Inspection & Testing for the Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 21 (NCO 21) on behalf of the VA Northern California Health Care System. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Businesses, including Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses (SDVOSB/VOSB), who are interested in submitting proposals for this procurement and who can perform the work required for this procurement. NCO 21 is requesting responses from qualified business concerns; the qualifying NAICS code for this effort is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. Background: The Department of Veterans Affairs is seeking contractors to provide inspection, preventive maintenance, repair, and emergency service of all automatic and fire-rated pedestrian doors installed at various VA Northern California Health Care System sites. Contractors must demonstrate their ability to meet all requirements listed in the attached Statement of Work (SOW). Scope of Work Overview: Introduction: This project encompasses the maintenance of automatic and fire-rated pedestrian doors at multiple VA Northern California Health Care System locations. Scope: Provide all necessary labor, materials, equipment, and supervision to complete inspection, maintenance, and repair of automatic sliding and swinging doors, low- and high-energy operators, motion and presence sensors, control and access systems, and fire-rated pedestrian doors. General Requirements: Compliance with ANSI/BHMA standards, NFPA codes, California Building and Fire Codes, and VA regulations. AAADM certification for technicians or equivalent experience. Maintenance logs, coordination with the VA COR, and annual fire door inspection per NFPA 80. Preventive Maintenance: Quarterly and annual preventive maintenance tasks, including inspection, adjustment, cleaning, and testing of door components. Unscheduled Maintenance and Repairs: Additional work requests, quotes, and approvals for repairs outside the regular schedule. Corrective Maintenance & Repairs: Response times for repair service calls during business hours and emergency after-hours service. Documentation and Reporting: Detailed service reports, quarterly maintenance summaries, and compliance with NFPA 80 for fire door inspections. Safety and Infection Control: Compliance with VA safety and infection control policies. Quality Control: Implementation of a quality control plan to meet industry standards. Billing and Invoicing: Invoicing requirements compliant with VA financial and procurement regulations. Additional Requirements: Identification, security, access procedures, and records management. Information Requested: The Government requests that interested parties review the attached SOW and provide the following capability information to the Contract Specialist, Edwin Rivera, at edwin.rivera@va.gov by 12:00 PM PDT on January 19, 2026. Business Size (Large/Small) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) Identify if you are the Prime contractor or Subcontractor SAM Unique Entity ID (UEI) DUNS number Bonding Capability; per contract and aggregate. Provide the amount of aggregate bonding currently available (i.e., amount not committed). Anticipated Teaming Arrangements (if applicable). Is the anticipated period of performance realistic for this project? Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. List of Sub-Contractors you intend to use on this project, including but not limited to: Mechanical, Electrical, Controls. If applicable, how does your company intend to meet the Limitations on Subcontracting as per 13 CFR 125.6? Are your Sub-Contractors from the local area or will they be coming from out of the area? If so, from where? Notes: The information requested above is required for the Government to evaluate whether there are sufficient small business concerns of a particular type who can perform the work required by this procurement to determine if this procurement should be set aside for a given type of small business concern. Failure to submit all of the information requested above may be viewed by the Government as evidence that the respondent lacks the ability to provide the services required by this procurement. This, in turn, may affect the Government s determination about whether the requirements for a set-aside procurement have been met. Background
The Department of Veterans Affairs, through the Veterans Health Administration and Network Contracting Office 21 (NCO 21), is seeking contractors to provide inspection, preventive maintenance, repair, and emergency service for automatic and fire-rated pedestrian doors at various sites within the VA Northern California Health Care System.

This initiative aims to ensure that these doors function safely and reliably while complying with applicable federal, state, and Veterans Affairs fire/life safety codes. Work Details
The contractor shall provide all necessary labor, materials, equipment, tools, supervision, and transportation for the following tasks:
