Remove and Replace Defective Chiller Pre-Rotation Vane Actuator   9

Background
The Department of Veterans Affairs (VA) has issued a solicitation for the removal and replacement of a defective chiller pre-rotation vane (PRV) actuator at the VA Loma Linda Health Care System. The chiller plant at the VA Loma Linda Health Care System consists of four 900-ton York MaxE Centrifugal Chillers, with Chiller #4 experiencing an oil leak from the PRV actuator. The objective of the contract is to provide all labor, supervision, equipment, parts, supplies, tools, and transportation necessary to remove and replace the defective PRV actuator, ensuring compliance with safety protocols and proper disposal of hazardous waste. The period of performance for this contract is from June 1, 2022, to August 31, 2022.

Work Details
The contractor is required to remove and replace the defective PRV actuator on Chiller #4 at the VA Loma Linda Health Care System. This includes ensuring all energy sources are locked/tagged-out prior to work, placing spill kit containment around the working area, draining excess oil prior to removal of PRV, replacing the defective PRV with a new one and electrical wiring per manufacturer specifications, re-energizing and ensuring operational status of all energy sources after work completion, disposing all hazardous waste properly at an approved off-campus site, providing warranty and PRV handbook, verifying all work completion with the Plant Operator, and complying with recognized holidays. The contractor must also comply with specific requirements such as scheduling work with the Point of Contact (POC) or Designee five business days prior to starting work and providing a daily work schedule to Boiler Plant personnel. The place of performance is at VA Loma Linda in Loma Linda, CA.

The period of performance for this contract is from June 1, 2022, to August 31, 2022.

The construction projects will be performed at VA Loma Linda Health Care System located at 11201 Benton St., Loma Linda, CA 92357.
