Description

This is a SOURCES SOUGHT NOTICE (SSN) and REQUEST FOR INFORMATION (RFI) only. Responses to this notice will be used for information and planning purposes as part of market research. No quotes are being requested or accepted at this time with this notice. Responders are solely responsible for all expenses associated with responding to this notice. The Department of Veterans Affairs, Erie VA Medical Center located at 135 East 38th Street, Erie, PA 16504 has a requirement for a replacement evaporator coil and condensing unit to be furnished and installed so the dietetic walk-in cooler can be repaired and restored to normal functionality. The North American Industry Classification System (NAICS) code being considered for this procurement is 238220, Plumbing, Heating, and Air Conditioning Contractors. The Small Business Size Standard is $19 Million. Information is being requested from industry to determine the following: Does the draft SOW (Attachment 1) provide enough information to describe the required equipment, and is enough information provided for offerors to submit an accurate quote? What additional information could be included which would provide a better understanding of the Erie VAMC s need and result in higher quality quotes, if applicable? Interested and capable sources are requested to respond to this notice with the following information: Company name SAM Unique Entity Identifier (UEI) Company s address Point of Contact information (i.e. title, phone number and email address) Company s capability to meet this requirement and any pertinent information which demonstrates the company s ability to meet the above requirements. GSA Federal Supply Schedule contract number or other applicable contract vehicle contract number, if within scope of this effort (if applicable). Company s type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Women Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified in Veteran Small Business Certification (sba.gov). Responses from SDVOSB or VOSB concerns should provide enough information to determine if the vendor can comply with the limitations on subcontracting as defined in VAAR 852.219-75 and all applicable CFR references where applicable. All responses shall be submitted in writing via email no later than November 6th, 2024 at 2:00 PM Eastern Time to Eric Christy at Eric.Christy@va.gov. Simply responding as an interested party does not constitute your company as a source. Interested parties must provide the above requested information. After review of the responses to this notice, a solicitation announcement may be published on the SAM or GSA in the near future. Responses to this announcement are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the forthcoming solicitation announcement, in addition to responding to this notice. All interested parties must be registered with System for Award Management (SAM) at https://www.sam.gov in order to be eligible for award of Government contracts.
Background
The Department of Veterans Affairs, Erie VA Medical Center located at 135 East 38th Street, Erie, PA 16504 has a requirement for the replacement of an evaporator coil and condensing unit to restore functionality to the dietetic walk-in cooler.

This project is crucial for maintaining the integrity of food served to resident veterans, as the existing equipment has reached its life expectancy and fails to maintain normal operating temperatures in warmer conditions.

Work Details
The contractor will be responsible for providing all necessary parts, materials, labor, transportation, shipping, and supervision required to replace the evaporator coil and condensing unit.

Specific requirements include:
1. Evaporator Coil:
- Weight must not exceed 150 pounds.
- Must operate on an existing power supply of 120V and draw no more than 115V from a 1 horsepower motor at 60 hertz.
- Must contain a dual speed motor.
2. Condensing Unit:
- Must be an outdoor style to replace the existing roof-mounted unit.
- Minimum motor capacity of 1 ½ horsepower.
- Must operate within a medium temperature range capacity of 33°F - 46°F.
- Weight must not exceed 350 pounds.
- Must run on an existing power supply of 208-230V.
3. Both Units:
- Must maintain a temperature range of 33°F - 46°F in a walk-in cooler approximately 750 cubic feet in size.
- Must use standard R-404A refrigerant and utilize air or hot gas for defrosting (electric defrosting units are not acceptable).
- Refrigerant lines must be fitted as connection sizes may vary and must be covered by a one-year parts and service warranty by the contractor.

The construction projects will be performed at the Erie VA Medical Center located at 135 East 38th Street, Erie, PA 16504.
