Background
The Hampton VA Medical Center is seeking to establish a firm-fixed, multi-year service and maintenance contract for HVAC equipment and pneumatics. This initiative aims to ensure the operational status of various heating, ventilation, and air-conditioning systems critical to the facility's mission of providing healthcare services.

The contract will cover preventive maintenance, repair services, and emergency support for HVAC systems.

Work Details
The contractor shall provide all labor, supervision, tools, materials, equipment, transportation, and management necessary for the following tasks:
1. Preventive Maintenance: Develop and implement a Preventive Maintenance and Service Plan in accordance with manufacturer specifications. This includes routine inspections and replacement of parts as recommended by manufacturers.
2. Repair Services: Provide non-routine HVAC repairs and emergency repair services as required. The contractor must respond to emergency calls within 30 minutes and be on-site within two hours.
3. Documentation: Maintain detailed records of all work performed including invoices for any repairs exceeding $2,500.00.
4. Equipment Coverage: The contract covers various HVAC equipment including York chillers, air handling units (AHUs), chilled water pumps, and other related systems as specified in the solicitation.

Period of Performance
The contract period begins on October 1, 2026, and runs through September 30, 2031, with options for renewal in subsequent years.

Place of Performance
Hampton VA Medical Center, 100 Emancipation Drive, Hampton VA 23667.

Bidder Requirements
Bidders must be Service Disabled Veteran Owned Small Businesses (SDVOSB). They are required to have appropriate contractor licensing for HVAC work and must provide performance bonds as specified in the solicitation. Additionally, bidders must submit a signed Certificate of Compliance for Supplies and Products with their proposals.
