THIS IS A PRESOLICITATION NOTICE. NO AWARD WILL BE MADE FROM THIS NOTICE. The Department of Veterans Affairs, Network Contracting Office 10, Cincinnati VA Medical Center, located at 260 East University Avenue in Cincinnati OH, anticipates issuing a solicitation Request for Quote (RFQ) on or about 6/25/2021 to request quotes for the following: Chillicothe VA Medical Center requires a reoccurring Heating, Ventilation, and Air Conditioning (HVAC) Controls Service Contract, designed to provide ongoing training to Facility personnel and maintain end user comfort while achieving ideal system performance. Vendor will evaluate the Building Automation System (BAS) monthly to monitor system performance. Vendor will provide software support and software upgrades as needed during the performance period. Vendor will provide complete system database backup during the performance period. Vendor shall provide BAS system controls training and updates with facility personnel related to system controls and functions, software upgrades, history logs and system setpoints. Vendor shall conduct and maintain an inventory of the facility HVAC controls system. Vendor shall provide technical support monthly to implement the preventative maintenance and support services outlined in this document. The contractor shall prepare and provide the Contracting Officer Representative (COR) with monthly reports documenting the tasks and results of each month s work. This RFQ will be for a Firm Fixed Price Contract solicited/awarded under FAR 13.5. The period of performance shall be for a base period and four (4) option periods beginning upon anticipated award date of 07/09/2021 through 07/08/2026. Background

This contract aims to provide ongoing training to facility personnel and maintain end user comfort while achieving ideal system performance.

Work Details
The contractor will evaluate the Building Automation System (BAS) monthly, provide software support and upgrades, conduct system database backups, and offer BAS system controls training. Specific tasks include:

- Inspection and evaluation of the Direct Digital Control system components
- Calibration of sensors
- Review of control operating schedules and alarms
- Inspection of wiring and terminations
- Cleaning system components monthly
- Providing written reports with inspection results
- Maintaining software agreements
- Conducting data backups
- Repairing or replacing DDC components as needed
- Scheduling monthly on-site visits for performance measures
- Providing remote monitoring services
- Troubleshooting pneumatic controls
- Monitoring facility energy performance with quarterly reports
- Conducting BAS system controls training quarterly with facility staff
- Offering priority emergency service within 8 hours of notification.

Period of Performance
The period of performance is one year with four additional option years.
