Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the replacement of underground chilled water piping at the James H. Quillen VA Medical Center in Mountain Home, TN. The project aims to enhance the facility's infrastructure by replacing outdated piping systems, which is crucial for maintaining efficient cooling operations within the medical center. This contract is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor will be responsible for the complete preparation of the site for building operations, which includes: demolition and removal of existing structures, installation of new chilled water piping as per the provided drawings and specifications, general construction tasks, site work, and restoration of the site post-installation.

The scope includes three bid items:
1. BASE BID: Replace site underground chilled water piping with a completion timeframe of 548 calendar days after Notice to Proceed (NTP).
2. ALTERNATE A: Same as BASE BID but eliminates the vault on Dogwood Avenue and caps distribution branches for future connection to building 204, with a completion timeframe of 518 calendar days after NTP.
3. ALTERNATE B: Same as BASE BID but eliminates distribution to the East Tennessee State University loop including connections to buildings 4, 119, and 178, with a completion timeframe of 456 calendar days after NTP.

Period of Performance
The period of performance for this contract will be up to 548 calendar days from the issuance of the Notice to Proceed (NTP), depending on which bid item is awarded.

Place of Performance
The construction projects will be performed at the James H. Quillen VA Medical Center located in Mountain Home, TN.
