Questions and Answers - 36C25925Q0520 Page 13 of the Statement of Work States "If repair or replacement of parts is required due to damage from misuse, the Contractor is responsible for the first $3,000.00 for all parts and labor required for any repairs, per incident." Please confirm that the awarded contractor will be required to cover ALL misuse and abuse incidents up to $3,000.00. From SOW; 9.0 d.2. If repair or replacement of parts is required due to damage from misuse, the Contractor is responsible for the first $3,000.00 for all parts and labor required for any repairs, per incident. If it is necessary to complete emergency repairs outside of normal business hours, the contractor will be compensated at the agreed to overtime rate per contract. Parts to be billed at actual invoiced costs. If it s necessary to complete a repair specifically excluded from this contract, the Contractor must receive authorization from the Contracting Officer or designee prior to installation. This work is subject to bid by other contractors as well. The Government will not fund incidents under $3,000.00. Page 8 of the Statement of Work, Section 3.2 Annual Fire Alarm Tests States; "The Contractor shall conduct monthly fireman recall tests for all elevators. Tests shall be completed outside normal business hours." Please Confirm that this work will be at the expense of the awarded contractor. This work will be completed at the expense of the contractor. In the state of Colorado, replacing a controller must be permitted. Will the government require the contractor to follow local codes and obtain a permit for replacing controllers? Work is performed for the Government and performed to all applicable codes. The Government does not obtain permits from the State of Colorado. Please Clarify under price cost schedule B.2 what Emergent or Non Emergent Repairs (not to exceed) means. What is the government looking for the contractor to bid on this line item? The total amount for these line items is a set not to exceed (NTE) amount, as detailed in Amendment 0001. 5.0 Service Calls Section d - NO OVERTIME OR TRAVEL TIME WILL BE CHARGED TO THE GOVERNMENT. All callback trouble calls and repairs will be accomplished under the basic contract at no additional cost to the government. Regular and Overtime rates shall be on the Service Rate Sheet per the bid documents. So, are overtime calls billable or not? Overtime is allowed in certain circumstances as stated in the Statement of Work. 9.0 Preventative Maintenance Parts Section d #2 - Parts billed at actual invoiced costs. Are you requiring invoices for parts ordered to be included with billing statements? Not if paid for by the Contractor. Contractor is responsible for all parts and labor required for regular maintenance and repairs required. d. Contractor shall provide and install, or repair as necessary all parts required to maintain elevators in proper working condition. Major components replaced shall be guaranteed against defect and /or failure for a period of one (1) year from date of the completed installation. All other components shall be guaranteed for a period of ninety (90) days. All parts/components installed shall be only new standard parts and shall have full versatility with presently installed equipment.

Background
The Department of Veterans Affairs (VA) has a requirement for comprehensive elevator maintenance services at the Rocky Mountain Regional VA Medical Center located at 1700 N. Wheeling St., Aurora, CO 80045.

The goal of this contract is to ensure the operational efficiency and safety of Government-Owned Vertical Transportation Equipment (VTE) elevators through full maintenance, preventive maintenance, repairs, inspections, and emergency services.

Work Details
The contractor shall provide all necessary personnel, supervision, expertise, tools, materials, and equipment to perform the following tasks:
1. Full maintenance and preventive maintenance for 49 elevators and dumbwaiters, including 10 hydraulic elevators and 39 traction elevators.
2. Weekly preventive maintenance checks to inspect, test, calibrate, and service the equipment according to manufacturer and statutory requirements.
3. Emergency repairs and on-call repair services as needed.
4. Assistance to a third-party contractor for semi-annual, annual, and five-year load tests/inspections.
5. Development and maintenance of a quality program ensuring compliance with applicable codes such as ASME A17.1, NFPA 70, and others listed in the SOW.
6. Provision of one full-time journeyman elevator mechanic (40 hours/week) and one half-time apprentice mechanic (20 hours/week) dedicated to these services.

Period of Performance
The contract will be effective for an initial base period of six months with options to renew for four additional one-year periods and one additional six-month period.
