Elevator Inspection and Maintenance Services   2

Background
The Department of Veterans Affairs (VA) is issuing this Blanket Purchase Agreement (BPA) for Elevator Inspection and Maintenance Services to support the operational needs of its VISN 1 Medical Centers. The goal of this contract is to ensure that vertical transportation equipment, specifically elevators, are maintained in optimal working condition to enhance safety and accessibility for patients and staff.

This BPA will cover multiple locations within the VA Boston Healthcare System, including facilities in Brockton, West Roxbury, Jamaica Plain, Providence, Northampton, and Bedford.

Work Details
The contractor shall provide comprehensive management, supervision, labor, parts, materials, tools, incidental engineering services, and transportation necessary for the maintenance and repair of elevators. Key tasks include:
- Performing routine maintenance and inspections as per the Performance Work Statement (PWS).
- Providing 24/7 callback service for emergency repairs.
- Ensuring compliance with all applicable federal, state, and local laws as well as industry standards.
- Conducting safety inspections and testing of Vertical Transportation Equipment (VTE).
- Managing repairs and replacements to keep equipment operating as specified by the manufacturer.
- Obtaining all necessary licenses and permits before commencing work.
- Submitting documentation including monthly inspection reports and maintenance logs.

Exclusions from the contract include repairs under warranty without prior approval from the Contracting Officer's Representative (COR), cleaning or refinishing of elevator interiors, and replacement of certain components not covered under this agreement.

Period of Performance
The period of performance for this contract is from August 29, 2025 to August 28, 2028.

Place of Performance
The services will be performed at various locations within VISN 1 including:
- Brockton Division (940 Belmont Street, Brockton MA)
- West Roxbury Division (1400 VFW Parkway, West Roxbury MA)
- Jamaica Plain Division (150 S Huntington Ave, Jamaica Plain MA)
- Providence Division (830 Chalkstone Ave, Providence RI)
- Northampton Division (421 N. Main Street, Leeds MA)
- Bedford Division (200 Springs Road, Bedford MA).
