Background
The Department of Veterans Affairs (VA) is seeking to procure elevator and dumbwaiter inspection and testing services for its North Texas Healthcare System. The goal of this contract is to ensure that vertical transportation equipment at the VA facilities remains safe and compliant with relevant codes, specifically ASME A17.1, for the benefit of patients, visitors, and staff.

The contract encompasses inspections at three locations: Dallas VA Medical Center, Garland VA Medical Center, and Sam Rayburn Memorial Veterans Center.

Work Details
The contractor will be responsible for providing supervision required to monitor various inspections including semi-annual, annual, five-year full-load, and ad-hoc inspections of government-owned conveyances. Specific tasks include:
- Conducting two semi-annual inspections per year for each conveyance as per ASME A17.2 standards.
- Performing one annual inspection per year which includes witnessing no-load safety tests and pressure-relief tests on hydraulic units.
- Witnessing and certifying five-year full-load tests according to a specified schedule.
- Conducting ad-hoc inspections upon request due to repairs or incidents.
- Delivering written inspection reports identifying deficiencies within thirty days of each inspection and reporting safety-significant deficiencies immediately.

Period of Performance
Base Year: December 2, 2026 - December 1, 2027; Option Year 1: December 2, 2027 - December 1, 2028; Option Year 2: December 2, 2028 - December 1, 2029; Option Year 3: December 2, 2029 - December 1, 2030; Option Year 4: December 2, 2030 - December 1, 2031.

Bidder Requirements
Bidders must be Service Disabled Veteran Owned Small Businesses (SDVOSBC). The contractor must have expertise in inspecting vertical transportation systems with a minimum of five years' experience in elevator and dumbwaiter inspections. All inspectors must be licensed by the Texas Department of Licensing and Regulation as Registered Elevator Inspectors and certified as Qualified Elevator Inspectors (QEI) under ASME QEI-1.
