Background
The contract is issued by the United States Department of Veterans Affairs (VA) for the purpose of providing generator and fuel maintenance services.

The VA's mission is to provide high-quality care and support to veterans, ensuring that all necessary equipment, including emergency generators, operates efficiently to support healthcare services. The goal of this contract is to maintain the operational readiness of emergency power generation systems critical for patient care and facility operations.

Work Details
The contractor shall perform major preventive maintenance service, load bank testing, battery replacements, and major cooling service for emergency generator systems. Specific tasks include:
1. Major Preventive Maintenance Service: Annually perform maintenance on all emergency generators listed in Appendix A, which includes changing lube oil and filters (primary, bypass lube, fuel, water separator, air), cleaning battery terminals, verifying engine operation parameters (oil pressure, coolant temperature), inspecting fuel lines for leaks, and testing coolant freeze point.
2. Fuel Quality Analysis: Conduct maintenance for fuel storage tanks as identified in Appendix B.
3. Documentation: Create service/work tickets for each task performed detailing equipment serviced and work completed.
4. Compliance with safety regulations including OSHA standards and VAMC policies regarding safety practices.

Period of Performance
The contract will be performed over a base year with options for additional years as specified in the solicitation. Major preventive maintenance activities must be conducted within thirty days of initial award and annually thereafter.

Bidder Requirements
Bidders must have a minimum of five years of experience within the last seven years maintaining emergency power generation equipment similar to that listed in the contract. All mechanics/technicians must possess OEM training and certifications specific to the generators serviced under this contract. A designated Contract Manager must be provided who has full authority over contract matters.
