Description

This is a combined synopsis/solicitation for commercial productsprepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 and DFARS Publication Notice 2025-0117..

The associated North American Industrial Classification System (NAICS) code for this procurement is 325120/Industrial Gas Manufacturing, with a small business size standard of1200 (# of employees SB. The product or service code is Maintenance, Repair, and Overhaul. The Government will award a firm-fixed price (FFP) contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the Government Lowest Price Technically Acceptable (LPTA).

Background
The Naval Supply Fleet Logistics Jacksonville is issuing this combined synopsis/solicitation for commercial products. The Trident Refit Facility (TRF) located in Kings Bay, Georgia, serves Trident Submarines and has a requirement for refrigerant flushing services. The goal of this contract is to establish a Blanket Purchase Agreement (BPA) for refrigerant decontamination and dehydration of A/C systems on submarines.

Work Details
The contractor will be responsible for the following tasks:

1) Perform refrigerant flush services on Navy submarines, including system integrity testing and flushing of refrigerant piping using R-114a.

2) Provide travel and per diem as necessary for personnel.

3) Rent equipment as required for the flushing process.

4) Handle shipping costs associated with the required materials.

5) Use refrigerant medium to flush the contaminated system. The contractor must respond on-site within 14 days’ notice, ensure all personnel are trained and certified in handling R-114 refrigerant, and provide all necessary equipment owned by the contractor.
