The Naval Supply Systems Command, Fleet Logistics Center Jacksonville, FL intends to solicit a requirement for Port Operations Support Services at U.S. Naval Station Guantanamo Bay, Cuba. The services include operation of multiple watercrafts and boats, related maintenance services, port operations and waterfront administration. The Contractor shall be responsible for the operation, preventive, predictive, corrective maintenance of various watercrafts, boats and equipment, industrial marine repair services and shall provide port operations services. Services shall be provided on a turn-key basis with the Contractor providing all necessary management expertise, personnel, supplies, tools, equipment and vehicles. The period of performance will include a Three (3) months Transition Period from 01 July 2022 through 30 September 2022, a one-year base commencing on 1 October 2022 and four (4) one-year options. A Site Visit / industry days is tentatively scheduled to be held 10-13 May 2022. The following COVID and non COVID requirements are in place:

Testing within 72 hrs of flight down (TRANSCOM requirement for travel on Rotator)

Test upon arrival, and ROM until 0700 the next day if negative

Background

Work Details
The services include operation of multiple watercraft and boats, related maintenance services, port operations, and waterfront administration in support of U. S. Naval Station, Guantanamo Bay, Cuba. The Performance Work Statement includes details on an inspection system covering all the services identified in this performance work statement; validation of all maintenance checks versus equipment, tools and materials; methods for identifying and preventing defects in the quality of service performed before the level of performance becomes unacceptable; on-site records of all inspections conducted by the Contractor and necessary corrective actions taken; formal inspections of Government-furnished Watercraft, Equipment and Facilities; safety program establishment to promote occupational safety for all personnel encompassing appropriate procedures and practices as necessary to establish a safe and hazard-free working and living environment; hazardous materials and hazardous wastes management including proper packaging, containerizing, storing, disposing and managing all HAZMAT with complete identification of all contents clearly labeled on the container in accordance with all Naval Station Guantanamo Bay base regulations.
