Description

The National Oceanic and Atmospheric Administration, Southeast Fishery Science Center (SEFSC), intends to award one Firm-Fixed Price type contract for a Shipyard Service Contract, as described in the Statement of Work.
The Government anticipates making an award under this solicitation, subject to availability of funds. While the scope of work may be adjusted prior to award based on funding availability, the Government intends to award a meaningful scope of work and encourages interested vendors to submit proposals.
Any questions related to this notice shall be submitted by email no later than 2:00 PM Eastern Time on January 29, 2026. Answers will be provided as soon as practicable.

Background
The National Oceanic and Atmospheric Administration (NOAA) Southeast Fishery Science Center (SEFSC) is responsible for the stewardship of the nation’s living marine resources and their habitats. The SEFSC conducts research and provides scientific advice to manage fisheries and conserve protected species in marine and estuarine habitats of the U.S. South Atlantic, Gulf of America, and Caribbean Sea.

The SEFSC has acquired a 134 ft research vessel, now named R/V Gladys Reese, to enhance survey operations. This contract aims to provide shipyard services for modifications necessary to outfit the vessel with scientific gear and equipment for various missions, including stern trawling and plankton net deployments.

Work Details
The contractor will perform shipyard services that include but are not limited to:
- Deckhouse Installation (WI-01)
- Aft Deck Modifications (WI-02)
- Mission Installations (WI-03)
- Life Raft Cradle Modifications (WI-07)
- Anchor Chute Modification (WI-08)
- Painting (WI-09)

The work must adhere to detailed specifications provided in the attachments. The contractor is expected to provide pricing by individual Work Item as identified in the Detail Specifications. Additional unexpected work items may arise during the contract period, which must be authorized by NOAA's representative.

Period of Performance
The contract will be performed over a specified period that aligns with the project requirements, with specific timelines for deliverables outlined in the Statement of Work.

Place of Performance
The work will be conducted at NOAA Dock Facility located at 202 Delmas Ave., Pascagoula, MS 39567.
