Operation and Maintenance of the WWII Memorial for the National Mall and Memori

Background
The National Park Service (NPS), National Capital Region (NCR), East Major Acquisition Buying Office, is requesting a sole source task order in accordance with 16.505(b)(2)(i)(C) for the continued operation and maintenance support of the World War II (WWII) Memorial in Washington, DC. The WWII Memorial is one of the most visited memorials in the nation, located between the Washington Monument and the Lincoln Memorial, receiving over 30 million visitors yearly. The high traffic, high visibility, and extreme importance of the site means any interruptions in its operation or access presents immediate visibility to the media resulting in congressional and executive inquiries.

Work Details
The contractor shall provide all labor, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and management to perform operations and maintenance, preventative maintenance for all equipment, systems, facilities, and grounds designated to the WWII Memorial. This includes traditional and non-traditional maintenance services such as management of water treatment systems, fountain systems, granite/bronze/gold/nickel/stainless steel theatrical lighting systems, and pool water treatment systems. The contractor is also required to address system disruptions and visual blemishes in a timely manner to preserve the overall 'Exceptional Appearance' of the memorial as envisioned by its designers and expected by the NPS and the public. The Independent Government Estimate (IGE) is $547,274.60 and the anticipated Period of Performance (PoP) is 07 November 2023 – 31 July 2024.
