Notice of Tentative Acquisition Strategy for Naval Air Warfare Center Training Systems Division Software Maintenance of Fielded Training Systems task order under GSA Alliant Small Business GWAC   2

This contract action is being conducted pursuant to the procedures at FAR Subpart 16.505 under the auspices of the U. S. General Services Administration (GSA) Alliant Small Business Government Wide Acquisition Contract (GWAC). Therefore, pursuant to FAR Subpart 5.202(a)(6) and 16.505(a)(1), this contract action is exempt from synopsizing requirements. However, to increase transparency of Naval Air Warfare Center, Training Systems Division (NAWCTSD) requirements and increase opportunities for subcontracting, notice of this opportunity is being provided. Only Alliant Small Business Prime Contractors (contractors previously awarded a contract within this vehicle) are considered an interested party in this contract action. Task Order Description: NAWCTSD intends to competitively award a Cost-Plus-Fixed-Fee Level of Effort Task Order under the Alliant Small Business GWAC in support of Software Maintenance of Fielded Training Systems. The NAWCTSD In-Service Engineering Office (ISEO) provides lifecycle support to various aviation, surface and undersea training programs, systems and products relating to the respective weapon systems, platforms and environment, including weapon platforms, sensors, communications, and networks. In addition, ISEO supports platform-related training provided by the Naval Education and Training Command (NETC) and its subordinate commands. The Software Maintenance of Fielded Training Systems requirement is for services to support the mission of the NAWCTSD ISEO. This service contract will furnish sustainment support services for Fielded Training Systems at 16 sites in CONUS and overseas consisting primarily of corrective, adaptive, perfective and preventative Software Maintenance and some Hardware operation, maintenance, and repair. Ancillary services will include configuration management, technical support, engineering change support, Integrated Project Team (IPT) support, Fleet Synthetic Training (FST) Support, and information assurance. The trainers simulate aviation, surface, and undersea platforms and they include: operator training systems, weapons training systems, training environments, use of sensors, and communications network systems. The resultant contract action is anticipated to be a single task order on the Alliant Small Business GWAC with Cost-Plus-Fixed-Fee type line items. The resultant task order will be for a total of 60 months which consists of a fourteen (14) month base period (2 months of mobilization and 12 months of performance), three (3) twelve (12) month option periods, and a ten (10) month option period. The estimated number of labor hours to be ordered under this requirement is 781,880 during the five-year period of performance, inclusive of options. The resultant contract action will include meaningful numbers of Professional Employees that are exempt from the Service Contract Act (SCA).
