NOTICE OF INTENT TO SOLE SOURCE Service maintenance contract for 2 XmaxN-150 detectors and 1 EBSD
This is a notice of intent to solicit from a single source.
The US Geological Survey (USGS) intends to award a Purchase Order to Oxford Instruments, Inc. for a maintenance service agreement for 2 spectrometers and 1 Oxford Synergy Electron Back Scatter Diffractometer (EBSD). as described in the attached Statement of Work.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Oxford Instruments, Inc is, to the knowledge of the USGS, the only source who can provide this service, as they are the only organization authorized to service these devices.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
The NAICS code 811210, Electronic and Precision Equipment Repair and Maintenance, and PSC code J066, Maint/Repair/Rebuild of equipment instruments and laboratory equipment apply to this announcement.
Responses or inquiries shall only be accepted through electronic mail addressed to aberry@usgs.gov and must be uploaded and received in their entirety no later than 02/19/2026 at 0500 PST. Responses submitted by hardcopy or the any web portal shall not be accepted or considered.
Background
The US Geological Survey (USGS) intends to award a Purchase Order to Oxford Instruments, Inc. for a maintenance service agreement for 2 spectrometers and 1 Oxford Synergy Electron Back Scatter Diffractometer (EBSD). This contract is essential as Oxford Instruments, Inc. is the only organization authorized to service these devices, ensuring that the necessary maintenance can be performed without interruption to critical operations.

Work Details
The service contract will cover routine maintenance including software upgrades and provide access to field engineers/support in the event of detector malfunctions. Technicians shall diagnose problems and provide and install replacement of failed components on an exchange basis from local inventory. Detector performance shall be restored to factory specifications with freight costs prepaid.

The maintenance agreement includes priority telephone support, labor, genuine parts, and travel-related expenses provided at the vendor's expense during the performance period. One Preventative Maintenance (PM) and calibration to factory specifications shall be performed during the final six months of the period of performance. This periodic maintenance will include installing software modifications, verifying system performance, and reducing unplanned interruptions to instrument availability.

The vendor shall provide software updates at no charge for installed detectors. Equipment under this agreement is eligible for a 25% discount on labor for selected additional services such as upgrades, training, and relocation. The vendor must provide priority detector exchange or repair; if a detector fails, they must ship a replacement or repair it at their facility in Concord, MA.
