Background
The U.S. Fish and Wildlife Service (FWS) is issuing a 5-Year Blanket Purchase Agreement (BPA) for well repair and maintenance at the Southwestern Native Aquatic Resources & Recovery Center (SNARRC). This contract aims to ensure the reliable operation of groundwater wells critical for the agency's mission in aquatic resource recovery. Work Details
The contractor will perform rehabilitation, repair, and/or replacement work on up to five groundwater wells. Tasks include: mechanical rehabilitation, pump and motor repairs or replacements, column pipe and shaft repairs or replacements, inspection, removal, repair, reinstallation, testing, and start-up of well pumping equipment.

Specific components to be addressed include vertical turbine pumps suitable for existing well specifications, submersible pumps meeting original manufacturer standards, bowl assemblies from approved manufacturers, and various associated components such as column pipes and bearings. The work scope may also involve machining to restore tolerances and test pumping for performance verification.

Period of Performance
The contract period will run from July 3, 2026, to July 2, 2031.

Southwestern Native Aquatic Resources & Recovery Center (SNARRC), approximately 16 miles southeast of Roswell, New Mexico.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA), possess relevant contractor licenses for well repair services, provide bid/payment/performance bonds as required by the contract terms. Bidders should demonstrate technical capability through a narrative describing their approach to inspection and repair processes. They must also provide evidence of past performance with at least three examples of similar projects completed within the last five years.
