Description

Life Raft Inspection, Repair, and Repacking Services
Background
The Northeast Fisheries Science Center (NEFSC) Fisheries Monitoring and Research Division (FMRD) is responsible for training and certifying fisheries observers to collect data from commercial fishing trips along the East Coast, from Maine to North Carolina. This contract aims to provide services for the inspection, repair, and repacking of deployed training life rafts used in observer training. The FMRD also maintains a valise life raft that meets United States Coast Guard (USCG) specifications for use during at-sea training when vessel capacity exceeds installed life raft capacity.

Work Details
The contractor will perform the following tasks:

1. Inspect and repair 4- or 6-person training life rafts for observer safety training water sessions. The contractor must be a USCG approved life raft service station authorized to inspect, repair, and repack valise life rafts.

2. Utilize an industry-standard inspection checklist and thoroughly document any significant issues found during inspections, reporting them to the Contracting Officer's Representative (COR) via email.

3. Ensure compliance with inspection items including:
a) Inflating the life raft with compressed air and inspecting all components;
b) Conducting a pressure test for 60 minutes on various chambers;
c) Inspecting CO2 cylinders and associated components for correct levels and connections, refilling or replacing as necessary.

4. Communicate with FMRD staff regarding delivery of rafts due for service and provide expected completion dates.

5. Notify the COR upon completion of inspections/repairs or if significant concerns arise.

Period of Performance
The contract period is from September 15, 2025, to September 14, 2026, with options for additional years extending through September 14, 2030.

Place of Performance
Services will be performed at the contractor's facility as designated by the NEFSC.
