Background
The National Park Service (NPS) is issuing this solicitation for the Structural Fire Inspections Testing and Maintenance (ITM) and Service Calls for Fort McHenry National Monument and Historic Shrine (FOMC) and Hampton National Historic Site (HAMP). The goal of this contract is to ensure the safety and compliance of fire protection systems within these historic sites, which are critical to preserving their integrity and protecting visitors. This contract will support the ongoing maintenance and inspection of fire suppression systems, ensuring they meet national safety standards.

Work Details
The contractor will provide inspection, testing, and maintenance services for:

1. Eleven (11) sprinkler-based fire protection systems.
2. Twenty (20) fire alarm and monitoring systems.
3. One (1) government-owned FM 200 gas-based fire protection system.

Additionally, the contractor will replace a fire pump and related equipment at Hampton Mansion within the first 60 days of the base period. The work must comply with NFPA standards, including but not limited to NFPA 1, NFPA 13, NFPA 25, and NFPA 72. Work hours are generally from 8 a.m. to 3 p.m., Monday through Friday, with any deviations requiring prior approval from the Contracting Officer's Representative (COR). A project schedule must be submitted within five working days from contract issuance.

Period of Performance
Base Period: July 28, 2025 - July 27, 2026; Option Periods extend through July 27, 2029 with an optional six-month extension until January 27, 2030.

Place of Performance
Work will be performed at Fort McHenry National Monument & Historic Shrine located at 2400 E. Fort Ave, Baltimore, MD 21230 and Hampton National Historic Site located at 535 Hampton Lane, Towson, MD 21286.
