Title: Fire Protection and Life Safety Systems Maintenance and Support for the Department of the Interior (DOI), Office of Facilities and Administrative Services (OFAS).
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13.5, as supplemented with additional information included in this notice.
This solicitation is being issued as a Request for Quote (RFQ). The solicitation number is 140D0426Q0128. The Government intends to award one contract as a result of this solicitation.
The Government is procuring this requirement as a small business set aside. The associated The North American Industry Classification System (NAICS) 561621: Security Systems Services (Except Locksmiths) with a size standard of $25M. The Product Service Code (PSC) is J012: Maint/Repair/Rebuild of Equipment Fire Control Equipment.
ANTICIPATED AWARD TYPE
The Government anticipates an award of a firm-fixed-price (FFP) contract as a result of this RFQ.
SUBMISSION OF QUESTIONS
Questions related to this RFQ package must be submitted electronically via email to Nicholas_Lewicki@ibc.doi.gov. All questions must be received in writing no later than 10AM Eastern Time on February 2nd, 2026. No oral questions will be accepted. All email inquiries must have Questions RFQ # 140D0426Q0128 in the subject line. The Government s responses will be posted via an RFQ amendment (sam.gov).
SITE VISIT
A site visit will be scheduled for interested vendors on Wednesday, January 28 at 1:00PM Eastern Time. Interested vendors shall send an email to the CO at Nicholas_lewicki@ibc.doi.gov with the subject line RFQ 140D0426Q0128 Site Visit Attendance with a list of all individuals attending from your company with company titles and phone numbers. All visitors are required to have a REAL ID to enter the building. All questions during the site visit shall be submitted in writing to the CO upon completion, and no questions will be answered during the site visit.
RFQ RESPONSE DUE DATE
Quotes are due no later than 10AM Eastern Time on February 23rd, 2026. Responses shall be emailed directly to the CO at Nicholas_Lewicki@ibc.doi.gov. The quote email subject shall read Quote for RFQ 140D0426Q0128 . The message size limit is 25MB. Depending on the size of the files, multiple emails may be required to ensure proper receipt of all required documents. If multiple emails are required, each email should be numbered 1 of x , 2 of x etc. in the subject line to show how many emails there are in total. This is an electronic solicitation release. All quotes are to be submitted electronically. Quotes that are mailed, hand delivered, or submitted by facsimile will not be accepted.
Amendment One Summary:
The purpose of amendment one of RFQ 140D0426Q0128 is to perform the following actions:

Background
The Department of the Interior (DOI), Office of Facilities and Administrative Services (OFAS) is issuing this solicitation for Fire Protection and Life Safety Systems Maintenance and Support. The goal of the contract is to ensure the proper functioning and maintenance of fire protection systems at the Stewart Lee Udall Building. This includes management, supervision, labor, materials, equipment, supplies, and services for preventive maintenance, testing, inspection, repair, calibration, and adjustments on government-owned fire protection/life safety systems.

Work Details
The contractor will be responsible for:

1. Annual, quarterly, and monthly preventive maintenance on fire protection/life safety systems.

2. Compliance with DOI requirements and manufacturer's specifications.

3. Providing all necessary materials, tools, personnel, and expertise for a complete maintenance program.

4. Conducting battery backup load testing in the base year and option year 3; replacing batteries as needed.

5. Creating an offline backup program updated annually.

6. Performing fire damper quadrennial inspections per NFPA requirements in June 2027.

7. Inspecting fire and smoke barriers every four years (once in the base year and once in option year 4).

8. Conducting inspections of kitchen fire suppression systems twice per contract year per NFPA 96 requirements.

9. Draining humidity from garage dry sprinkler systems at least once a year in the fall.

10. Performing annual inspections on up to 300 fire extinguishers per NFPA 10 requirements; providing proposals for replacements as needed within 30 days of inspection.

11. Conducting quinquennial inspections of sprinkler systems per NFPA 25 in 2029.

Period of Performance
The contract will be performed over a period that includes a base year followed by multiple option years as specified in the solicitation.

Place of Performance
The work will be performed at the Stewart Lee Udall Building located at 1849 C Street NW, Washington, D.C., 20240.
