Contracted Line Crews for CRA-ES
Background
This is a solicitation for commercial services to support the Colorado River Agency, Branch of Electrical Services (CRA-ES) with the repair and maintenance of electrical powerlines. The solicitation document and incorporated provisions and clauses are those in effect through (FAC) 2023-02, effective 03/16/2023. The contract contemplates a Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

Work Details
The Bureau of Indian Affairs (BIA), Colorado River Agency, Branch of Electrical Services (CRA-ES) requires skilled and qualified journeymen linemen crew to perform power system construction, troubleshooting, maintenance, repair, and emergency response services. The project scope encompasses the entire CRA-ES operated electric transmission and distribution system consisting of substations, network transformers, SF Power Circuit Breakers (PCB’s), substation circuit reclosers, SF circuit interrupters, approximately 3,200 miles of power line and 1,500 secondary transformers.
The tie-point to Western Area Power Administration (WAPA) is at Headgate substation where the incoming transmission voltage is 161 kilo-Volts (kV) and the CRA-ES transmission voltage is 69 kV transmitted to CRA-ES substations. Outgoing from the substations is 12.47 kV to the various single phase and 3-phase distribution transformers with voltages ranging from 120 to 480 VAC.
