DESCRIPTION. The National Park Service, Yosemite National Park, has a requirement for inspection and cleaning of water storage tanks.
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-03 (effective February 23, 2024). The solicitation number is 140P8524Q0024 and is issued as a Request for Quotation for a firm fixed price commercial services contract. This solicitation is a 100% total small business set-aside in accordance with FAR 19.502-2, and the NAICS code is 561990 with an associated small business size standard of $16.5 million in average annual receipt.
The government intends to award a single firm fixed price contract resulting from this solicitation to the responsible Offeror (pursuant to FAR subpart 9.1) whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: price, proposed project schedule, project approach, and past performance.
The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition. Offerors are advised to submit a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition.
QUOTES ARE DUE AT 5:00 P.M. PACIFIC TIME (PT) ON THURSDAY, APRIL 11, 2024. Only emailed quotes will be accepted.
Questions regarding this solicitation must be submitted in writing via email to mariah_schumacher@nps.gov and reference the solicitation number in the subject line of the email, e.g., `140P8524Q0024 QUESTION.' Questions must be received by March 27, 2024, by 1:00 P.M. (PT). Questions received after this date may or may not be addressed.
The government reserves the right to cancel this solicitation.
Background
The National Park Service, Yosemite National Park, has a requirement for inspection and cleaning of water storage tanks. Yosemite National Park is located 3 hours East of San Francisco, California in the Sierra Nevada Mountain range. Elevations are between 2,000 feet and 9,000. Yosemite is frequented by all types of weather from hot and dry temperatures to cold/snowy wet conditions.
Specific areas within Yosemite National Park are closed during the winter season which can last from October through June. The tanks for this requirement are located in Wawona at approximately 4,000 feet elevation.

Work Details
The contractor shall perform all the work and shall furnish all of the supplies, materials, equipment, supervision, labor, and inspection necessary for completion.
The work includes inspection and cleaning of interior area and surfaces of the water tanks listed in Table 1 provided in the solicitation document.
The contractor is also required to provide safety and security measures by securing all work areas from unauthorized access and implementing controlled access points as required.

Period of Performance
Period of performance shall begin approximately 1 June 2024 and have a completion date of 30 August 2024. An early start date may be approved dependent on weather and accessibility to site.

Place of Performance
The contract will be performed at Yosemite National Park, specifically in Wawona where the water storage tanks are located.
