CATCH BASIN CLEANING SERVICES - NATIONAL MALL & ME   3

Background
The National Mall and Memorial Parks (NAMA) has 654 individual catch basins along with sewer ejector pits, oil/water separators, trench drains, and numerous miles of piping throughout Washington DC for which the National Park Service is responsible, all of which require annual cleaning and inspection. The purpose of this requirement is to find a single qualified and responsible contractor with a minimum of three years’ experience specific to catch basin cleaning, hazardous material hauling and disposal, and traffic management to provide services (base plus four option years and an option for a six month extension, all of which are subject to the availability of funds) that will help prevent breakdowns in the flow of storm water, prevent flooding, and reduce pollutants from getting into nearby water ways. The contractor shall provide all supervision, labor, equipment, and material necessary to successfully clean, remove, and properly dispose of sludge, dirt, and debris from catch basins, oil/water separators, storm sewer piping, trench drains, and sewage lift station pits. During and/or after cleaning operations, the contractor shall be responsible for inspecting catch basins, oil/water separators, storm sewer piping, trench drains, and sewage lift station pits for structural deficiencies and/or potential problems and report findings. The contractor shall also be responsible for providing reports and documentation to the Government that indicates the quantity/volume of debris/sludge removed, disposal method used, and the location of where debris/sludge was disposed.

Work Details
The services required include cleaning 654 catch basins (including inspection), cleaning five oil/water separators (including inspection), jetting up to 2000 linear feet of storm sewer and/or sewer piping ranging from 2 to 24 inches in diameter. The work must be performed within the boundaries of the National Mall and Memorial Parks in Washington DC. All services specified shall be accomplished within the period of performance of the contract. No work shall occur on specific Federal Holidays or during certain events such as the Cherry Blossom Festival or the week of and after the 4th of July Celebration. Work hours are specified as no earlier than 9:00 PM ET/ED and must be completed by 6:00 AM ET/ED unless directed otherwise in writing by the COR for catch basins and oil on water separators. Sewage lift station pits and trench drain will be scheduled with the COR to occur during normal work hours 6:30 am ET/ED to 3:00 pm ET/ED.

The Period of Performance for this requirement is: Base Year - 3/1/2022 – 2/28/2023; Option Year 1 - 3/1/2023 – 2/29/2024; Option Year 2 - 3/1/2024 – 2/28/2025; Option Year 3 - 3/1/2025 – 2/28/2026; Option Year 4 - 3/1/2026 – 2/28/2027; Optional 6 Month Extension - 3/1/2027 – 9/1/2027 Subject to the Availability of Funds

All services will be located within the boundaries of the National Mall and Memorial Parks in Washington DC.
