03 August 2011 Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic,Charleston, SC intends to issue a request for proposals (RFP) N65236-11-R-0049 for the procurement of Business and Force Support (BFS) support services. The anticipated work will support the customers' ability to execute mission-essential business operations and other business and force support functionsby developing, delivering and supporting systems and applications in thefunctional areas of Acquisition, Financial Management, Civilian Personnel,Legal, Administration, Military Manpower and Personnel, Logistics (includesFacilities, Environmental, Material, and Supply Management), Training &Education, Medical, Travel, Strategic Planning, Base Facility Support, andSecurity Systems. The BFS Portfolio encompasses the improvement of network,system, and security services, and providing cost-wise paths for upgradingsystems to provide enhanced capabilities, scalable to large enterprises, basedon recognized quality standards. Tasks will include efforts to transitioncustomers to enterprise solutions using state-of-the-art technologies promotingoperational efficiency and flexibility while reducing long-term sustainmentcosts. The applicable NAICS code is 541330 with a size standard of $27 Million. TheGovernment estimate for this solicitation is approximately $900 million. TheGovernment anticipates award of a multiple award, indefinite delivery,indefinitequantity (IDIQ), performance-based contract that will provide for the issuanceof cost-plus-fixed-fee, fixed-price-incentive (firm target) andfirm-fixed-pricetask orders. The period of performance includes a base year and four one-year option periods. The procurement will be conducted under full and opencompetition competitive provisions. The estimated release date for the formalRFP is September 2011.
