AMENDMENT #2: THE PURPOSE OF THIS AMENDMENT IS TO PROVIDE DRAFT RFP ATTACHMENTS 0027, FW PM SYSTEMS ENGINEERING PROCESS GUIDE, AND 0032, SEMA HISTORICAL FLYING HOUR RATES.
AMENDMENT #1: HIS IS A DRAFT RFP. PLEASE DO NOT SUBMIT PROPOSALS
This is a DRAFT RFP for a potential contract award associated with the Performance Work Statement entitled US Army Special Electronics Mission Aircraft (SEMA) Fixed Wing Life Cycle Services in support of the Fixed Wing Project Office (FWPO), Program Executive Office for Aviation (PEO AVN).
Within the Department of Defense (DoD), the FWPO has ongoing needs for Contractor Logistics Support Services for SEMA aircraft throughout their lifecycle. The FWPO is the life-cycle manager for all Army Fixed Wing aircraft.
It is anticipated that this acquisition will be conducted on the basis of full and open competition utilizing best value procedures.

This announcement serves as a PRE-SOLICITATION SYNOPSIS NOTICE for Request for Proposal (RFP) W58RGZ-15-R-0045 for the FY 2017 - 2026 CLS services for Army Fixed Wing Special Electronic Mission Aircraft (SEMA). This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal RFP.
The Army Contracting Command-Redstone (ACC-RSA), on behalf of the Fixed Wing Project Office (FWPO), anticipates issuance of a draft RFP for the aforementioned services on or about August 21, 2015. Requirements will include, but are not limited to, beddown base operations, over and above requirements, elective improvements, and transition activities (phase-in and phase-out). The applicable NAICS code is 488190.
This PRE-SOLICITATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue an RFP, nor will the Government be liable for any costs involved for submission of information in response to this notice. Offerors may only submit proposals in accordance with Request for Proposal W58RGZ-15-R-0045 after it is published, and not with this synopsis notice.
Interested parties are encouraged to monitor FedBizOpps for the release of the draft RFP, which is anticipated to be released on or about August 21, 2015.
