AK AK Pen NWR Repair Heating System

Background
The U.S. Fish and Wildlife Service requires commercial heating-system repair and maintenance services for the Headquarters and Maintenance Buildings at the Alaska Peninsula / Becharof National Wildlife Refuge. This contract is necessary due to multiple heating-system failures that occurred during the previous winter season, which resulted in emergency repairs and posed a risk of system freeze-up within occupied facilities.

The goal is to restore the heating systems to full operational condition before the winter season.

Work Details
The contractor will perform heating-system repairs at two locations: the Headquarters Building and the Maintenance Building. For the Headquarters Building, tasks include replacing an existing glycol makeup tank, indirect water heater, air-handling unit components, repairing leaking piping connections, replacing heating relay components, removing and disposing of existing glycol solution, cleaning and flushing the system, and conducting operational testing.

The Maintenance Building work involves inspection, troubleshooting, routine servicing, operational evaluation, and preparing a diagnostic report without performing significant corrective repairs unless authorized. All work must comply with applicable federal, state, and local codes.

Period of Performance
The contract work shall be completed within sixty calendar days after receipt of the Notice to Proceed (NTP), specifically from September 21, 2026, to November 20, 2026.

Place of Performance
Alaska Peninsula / Becharof National Wildlife Refuge, Brown Bear Road, Building 4, King Salmon, Alaska 99613.

Bidder Requirements
This opportunity is a Total Small Business Set-Aside. Bidders must provide proof of active registration and include their Unique Entity Identifier (UEI) with their quotation. Contractors are required to furnish bid/payment/performance bonds as well as necessary contractor licensing for plumbing and heating services.
