J&A: Other than Full and Open Competition at Erbil Air Base, Iraq

Background
The U.S. Army Corps of Engineers (USACE), Transatlantic Expeditionary District (TAE) is issuing a class justification and approval (J&A) for other than full and open competition to authorize the issuance of solicitations for ten new firm-fixed-price construction contracts at Erbil Air Base (EAB), located inside the Erbil International Airport in Erbil, Iraq.

The total amount requested for this class J&A is $15,000,000.00, with all projects funded by Operations and Maintenance (O&M) Army funds, covering future projects planned for contract award in Fiscal Year (FY) 2025.

Work Details
The following projects have received validation and are budgeted, currently in various stages of preparatory work (i.e., design) and anticipated to be awarded in the 3rd and 4th quarters of FY 2025:
1. Project No. 2024-0209 - Construct the EAB North Ramp Rotary Wing Expansion. The scope of work consists of design and construction.
2. Project No. 2024-0375 - Construct AH-64 Pavement and Aircraft Large Area Maintenance Shelter (ALAMS). The scope of work consists of design and construction.
3. Project No. 2023-0317 - Construct EAB Chinook Helicopters (CH)-47 Pavement and ALAMS. The scope of work consists of design and construction.
4. Project No. 2023-0316 - Construct EAB Black Hawk (UH)-60 Pavement and ALAMS. The scope of work consists of design and construction.
5. Project No. 2024-0376 - Construct EAB UH-60 Pavement and ALAMS. The scope of work consists of design and construction.
6. Project No. 2024-0443 - Construct Camp Kope Joint Operations Center (JOC). The scope of work consists of design and construction.
7. Project No. 2024-0445 - Construct Camp Kope Maintenance Bay.
