Description

In accordance with FAR 6.305 the Justification and Approval (J&A) document for the Tactical Autonomy University Affiliated Research Center (UARC) is attached.

Background
The Justification and Approval (J&A) document pertains to the Tactical Autonomy University Affiliated Research Center (UARC) initiative by the Department of Defense (DoD). The goal is to establish a center of excellence for tactical autonomy capabilities at a Historically Black College or University (HBCU) with a Carnegie Classification of R2, in alignment with the FY 2022 National Defense Authorization Act (NDAA) and DoD's strategic objectives.

Work Details
The contract involves establishing a UARC at an HBCU to support advanced engineering, research, and development in tactical autonomy. This includes fostering early career STEM professionals and enhancing research capabilities to meet Department of the Air Force (DAF) and DoD objectives. The selected HBCU will lead a consortium to provide essential engineering, research, and development capabilities that cannot be sourced from other sectors.

Place of Performance
The contract will be awarded to one of eleven HBCUs with a Carnegie Classification of R2.
