Description

IAW FAR 6.305, this posting is to make publicly available justification IAW 6.303-1 for the noted award.

Background
The Army Contracting Command, Rock Island, Munitions, and Industrial Base Directorate is issuing this justification for the procurement of demilitarization and disposal services for 5”, 6”, and 8” cartridges and projectiles containing Bulk Explosive D. The justification is based on the authority of 10 U.S.C. 3204(a)(1), which allows for other than full and open competition when only one responsible source can meet the agency's requirements. This action is necessary to ensure the safe disposal of munitions that are no longer needed.

Work Details
The contractor, Gradient Technology, will provide demilitarization and disposal services for the following items:
- 5” Cartridges
- 6” Cartridges
- 8” Cartridges
- Projectiles containing Bulk Explosive D

The services include the safe handling, demilitarization, and final disposal of these munitions. The justification states that effective competition is not applicable due to the nature of the materials involved and the limited quantity requiring disposal. Previous procurements have shown that only one offer was received when full and open competition was utilized.
